Ready to work through Tet on Ring Road 4 project

In the last days of 2024, at the construction site of the Capital Region Ring Road 4 project, hundreds of workers are busy working. Contractors are determined to work through Tet, bringing the parallel route to the finish line in 2025.


Overtime, speed up progress

From above, the parallel road section through Dan Phuong district has taken shape. Here, about 100 locomotives, equipment and 200 officers, engineers and workers are mobilized to work day and night.

Mr. Hoang Trong Hai, commander of construction team No. 1, said that package No. 9, implemented by Vinaconex, has reached over 43% of the contract value. The contractor has now paved about 8km of concrete along the entire route, and the remaining sections are being constructed with crushed stone. Some items of the bridge over the canal are also being implemented.

According to Mr. Hai, for key projects such as Ring Road 4, the closer to the end of the year, the greater the workload, so the staff also has to work overtime. Although it is difficult, the contractor, the team of workers and engineers are all united and determined to speed up the progress.

"Taking advantage of the nice weather, we mobilized workers and machinery to stick to the assigned schedule. During the New Year, construction activities at the site continued as usual. As for the Lunar New Year, although there is no specific plan, everyone is ready to stay and work through the Tet holiday to complete the parallel road project in 2025," said Mr. Hai.

However, the project currently has many interruptions, with a length of about 4.38km that has not been handed over. For example, in package 9, there are 10 points in Hoai Duc and 2 points in Dan Phuong. The existing works are mainly residential areas, factories, underground and above-ground technical infrastructure.

Weather contingency reserves

At the construction site of package 8 through Soc Son and Me Linh districts, a part of the railway overpass in Kim Hoa commune has completed the construction of the pillars. Many sections through Me Linh district have been paved with asphalt, creating a new look for the area.

A representative of the contractor, Truong Son Corporation, said that up to this point, the package has completed about 64% of the construction volume, ensuring progress compared to the plan.

A technical officer in charge of package 8 shared that the contractor is speeding up and striving to exceed the schedule to have a reserve in case of adverse weather during construction.

"With the sections that have cleared land, the joint venture contractor is committed to completing the parallel road project through Me Linh and Soc Son in June 2025," the contractor representative affirmed.

Meanwhile, package 10 through Ha Dong district and Thanh Oai district, package 11 through Thuong Tin are also being implemented simultaneously by contractors in many construction phases, ensuring the project's progress.

When will the highway start?

Speaking with Giao thong Newspaper, a representative of the Hanoi Traffic Construction Project Management Board said that up to now, the Board has received 776.82/786.2 hectares of land, equivalent to 48.35/52.73km, reaching 91.7%.

Currently, the project still has 8.3% of the land, equivalent to more than 4.4km of length, that has not been cleared. There are still many interruptions and delays along the entire construction route.

Currently, most of the agricultural land has been cleared. The remaining land is related to residential land, old graves and the relocation of high-voltage power lines. Hanoi strives to complete the project's site clearance before the Lunar New Year 2025.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan affirmed that the progress of implementing component projects including: Compensation, support, site clearance and construction of parallel roads basically meets the requirements. The biggest difficulty now is implementing Component Project 3 - Investment in construction of expressway under the public-private partnership (PPP) method.

"Component 3 project will take about 30 months to construct. If an investor is selected in the first quarter of 2025, construction can begin in the second quarter of 2025," Mr. Tuan affirmed.

The Ring Road 4 Project of the Capital Region has a total length of nearly 113km, passing through 3 provinces and cities, including Hanoi (58km), Hung Yen (19.3km), Bac Ninh (36.2km). The starting point of the project is at the Hanoi - Lao Cai expressway connection point, the end point is at the Noi Bai - Ha Long expressway connection point.

The project has a total investment of over VND85,813 billion, of which the Ring Road 4 Expressway is invested under the PPP model with an investment of VND56,500 billion. The project started construction in June 2023 and is scheduled to complete the parallel road according to the project approval in 2026, and the expressway in 2027.

After more than 17 months since the groundbreaking date, 4 construction packages in Hanoi have been simultaneously deployed on a route length of 48.35km with 32 construction points (23 road points, 9 bridge points).
