The rural picture has completely changed.
Entering the villages of the Khmer people in An Giang, it is easy to see that the rural picture has completely changed. The most obvious is the smooth transportation system, not only creating favorable conditions for traveling between communes and towns, but also supporting people to transport agricultural products from the mountains to the plains, to the district center, markets...
After three years of implementing the National Target Program (NTP) 1719, by the end of October 2023, An Giang had invested in 66 infrastructure projects and completed 24 projects. Of which, Tri Ton district: 15/52 projects, Tinh Bien 4/9 projects, Thoai Son 2/2 projects, An Phu 3/3 projects. Resources from the projects of the NTP 1719 have contributed to completing the infrastructure system serving production and people's lives, especially for ethnic minorities in extremely difficult areas.
According to Mr. Chau Anne, Deputy Head of the Ethnic Minorities Committee of An Giang province: Along with infrastructure investment, An Giang has diversified its livelihoods and developed poverty reduction models. The province has allocated over 13.6 billion VND (nearly 12.4 billion VND from the central budget); implemented 27 poverty reduction models for 810 poor, near-poor and newly escaped poverty households to participate and implemented 18 projects to support the development of agricultural, forestry and fishery production, supporting 263 households to participate in the project (132 poor households, 109 near-poor households and 109 newly escaped poverty households) with a budget of over 7 billion VND. In addition, 179 short-term vocational training classes have been opened for nearly 5,400 students who are workers from poor, near-poor and newly escaped poverty households... with a total budget of over 3.5 billion VND. Thereby, helping workers gain knowledge and vocational skills, contributing to job creation, increasing income and stabilizing their lives.
“If at the beginning of 2022, the whole province had 20,129 poor households (accounting for 3.82%), by the end of the year, there were 14,872 poor households (accounting for 2.81%) according to the multidimensional poverty criteria; poor households of ethnic minorities were 3,161 households (accounting for 11.70% of the total number of ethnic minority households), down 3.15% compared to the beginning of the year. Regarding near-poor households, it decreased to 24,370 households (accounting for 4.61%), down 1.32% compared to the beginning of the year,” said Mr. Chau Anne.
It can be affirmed that over time, implementing ethnic policies with support for production development and investment in infrastructure construction, especially public welfare projects, the material and spiritual life of the Khmer people has been significantly improved.

Many households rise out of poverty
Supporting the livelihoods of ethnic minorities does not stop at providing “fishing rods” with machinery and equipment, but the specialized sector also shows people “how to fish” through organizing vocational training classes. The effectiveness of the models helps many people improve their income and stabilize their lives.
O Lam (Tri Ton district) is a commune where over 97% of the population is Khmer ethnic people; in recent years, thanks to the State's programs and projects, many households have changed their lives and escaped poverty.
Visiting Chau Nung's cow raising model in Phuoc Loi hamlet, we were surprised by the methodical and clean raising method and the very good development of the cow herd. A few years ago, his family borrowed 8 million VND from the fund to support ethnic minority households with special difficulties, 20 million VND from the poor household program, the family invested in raising cows for breeding, after 4 years, they had a herd of 6 cows, not only a valuable asset but also provided his family with a source of fertilizer to improve 3 hectares of land to grow vegetables, each year also earning over 50 million VND.
The family of Ms. Neang Kha Ly in To An hamlet is one of the households that do business effectively. Thanks to the support of tools to restore the traditional profession of making palm sugar, her family's life is becoming more and more prosperous. She said: "Before, life was very unstable, without capital, so making sugar was difficult. Thanks to the State's support of capital to buy pots and cooking tools, we have now expanded our scale. In addition to nearly ten palm trees at home, the family also rents 30 palm trees from the villagers in the hamlet to get water to make sugar every day."

To effectively implement the National Target Program 1719, An Giang province sets specific and clear goals, especially prioritizing communes with special difficulties to focus on key investments. At the same time, mobilize the participation of the entire political system as well as propaganda and advocacy for people to join hands in implementing the Program.
According to Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy, according to the Master Plan of National Target Program 1719, An Giang province supports residential land for 317 households; supports housing for 1,092 households; converts jobs for 358 households; invests in infrastructure in extremely difficult communes and hamlets with 59 works; communes out of extremely difficult areas are 3 communes; hamlets out of extremely difficult areas are 5 hamlets. An Giang strives for multidimensional poor households to decrease by an average of 1 - 1.2%/year; ethnic minority poor households to decrease by 3-4%/year. It is expected that multidimensional poor households will decrease by 1% by the end of 2023 and ethnic minority poor households will decrease by 3%.
“In the coming time, An Giang will continue to promote propaganda and education work, raise awareness and responsibility of all levels, sectors and the whole society, especially the people, to create strong changes in awareness and action of the National Target Program 1719” – Ms. Minh Thuy said.
With the participation of the entire political system and the efforts of ethnic minorities, the National Target Program 1719 has been effectively promoted in An Giang. This is the driving force and belief for An Giang to unanimously develop the socio-economy, sustainably reduce poverty in ethnic minority areas, contributing to improving the lives and changing the face of ethnic minority areas.
