On March 18, the Government issued Resolution No. 51 promulgating the Action Program to implement the Conclusion of the Politburo (August 12, 2024) to continue implementing Resolution No. 29 (November 4, 2013) of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".
Building and amending laws on education
The Government requires ministries, ministerial-level agencies and localities to continue to promote decentralization and reasonable delegation of power in a practical and in-depth manner, linking authority with responsibility, clearly defining the mechanism of decentralization and delegation of power; strengthen the role of state management agencies on education and training in deciding on staffing, organizational structure, policies for teachers and allocating state budget to the education sector.
The connection between vocational education and university will be detailed in the coming time.

In particular, the Ministry of Education and Training will take the lead and coordinate with relevant ministries and agencies to focus on perfecting mechanisms and policies to create a complete and synchronous legal corridor in education and training innovation. Specifically, it is necessary to soon complete and submit to the National Assembly for approval the Law on Teachers; develop the Law on Lifelong Learning; review, amend and supplement the Law on Education, the Law on University Education, the Law on Vocational Education, etc.
Increase the number of students entering vocational education
One of the important tasks and solutions is to focus on investing in modernizing vocational education and university education and improving scientific research potential in educational and training institutions.
To carry out this task, the Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to continue developing vocational education in an open, flexible, modern, effective, internationally integrated direction, linked to the labor market, focusing on both quantity, structure and quality of training.
Training and retraining of workers to adapt to changes in market demand and production technology also need attention. At the same time, there should be solutions to improve the quality of streaming and career orientation for students right from middle school to increase the number of students after middle school and high school entering vocational education.
Develop detailed regulations for articulation between levels
The Resolution assigns the Ministry of Education and Training to research and develop a proposal for the Prime Minister to issue a decision regulating the framework of the national education system and the national qualifications framework of Vietnam, and to research and supplement higher levels of vocational education to meet the needs of the labor market and international trends.
Continue to research, perfect and effectively implement regulations on the national education system in an open, flexible and interconnected direction to promote a learning society and lifelong learning, develop a non-public education system in line with world trends and conditions in Vietnam, and focus on investing in high-quality education.
Develop and submit to the government for promulgation a decree detailing the articulation between levels in the national education system.
Attracting and utilizing talent
Developing the team of teachers and educational managers; attracting and promoting talents to work in the education sector is also a key task and solution set forth in the resolution.
Accordingly, the Ministry of Education and Training will preside over and coordinate with relevant ministries and agencies to continue developing, improving the quality and standardizing the team of teachers and educational managers at all levels, focusing on modern management and administration capacity, innovation, soft skills and digital skills. In addition, research mechanisms and policies for mobilizing and rotating teachers between localities to fundamentally solve the problem of local teacher surplus and shortage.
The Government also requires attention and development of a team of artisans, experts, and vocational teachers who are qualified to participate in training at all levels of vocational education.
Promote scientific research and technology transfer
The Government requested the Ministry of Education and Training to study and propose regulations on breakthrough mechanisms and policies and solutions for investing appropriate resources to develop national universities, regional universities, excellent higher education institutions according to international agreements, key higher education institutions, and pedagogical university education institutions on par with advanced countries, with sufficient capacity and conditions to play a core role in training and scientific research.
Scientific research is not only promoted in universities but also in vocational education institutions towards technology application and transfer with the participation of learners, teachers, experts, artisans and employers.
Linking training activities with scientific research and technology transfer, improving the capacity to commercialize scientific research results and technology transfer.
