Minister of Home Affairs Pham Thi Thanh Tra presented the Government's proposal and said that the establishment of Hue city under the Central Government is an important step to concretize Resolution No. 54 of the Politburo, an important premise to complete the goal by 2030.
Thua Thien Hue is one of the major and unique centers of Southeast Asia in terms of culture, tourism and specialized healthcare; one of the major centers of the country in terms of science and technology, multi-disciplinary, multi-field, high-quality education and training.
Thua Thien Hue always holds an important position as a connection between the three regions of North - Central - South, with a rich history and culture. This is also the only locality in Vietnam and Southeast Asia with 8 heritages recognized by UNESCO.
Minister Pham Thi Thanh Tra said that the project to establish Hue city under the Central Government will create new development momentum not only for Hue city but also make practical contributions to the Central region and the whole country.
Thua Thien Hue province currently has an area of over 4,947km2 and a population of over 1.2 million people; including 9 district-level administrative units (Hue city, 2 towns of Huong Thuy, Huong Tra and 6 districts of Nam Dong, Phu Loc, Phu Vang, A Luoi, Quang Dien, Phong Dien); 141 commune-level administrative units (95 communes, 39 wards, 7 towns).
Regarding the arrangement plan, the Minister of Home Affairs said that Hue city will be established under the Central Government on the basis of the original status of more than 4,947 square kilometers of natural area and a population of more than 1.2 million people of Thua Thien Hue province.
Along with that, 2 districts, 1 town, 1 district and 11 wards, 1 commune, 1 town in Hue city under the Central Government were established on the basis of arranging and establishing related administrative units at district and commune levels.
Thus, the centrally-governed city of Hue will have more than 4,947 square kilometers of natural area and a population of more than 1.2 million people; there are 9 district-level administrative units, including 2 districts, 3 towns, and 4 counties (the number of district-level administrative units remains unchanged but 1 city, 2 districts are reduced and 2 districts and 1 town are increased); there are 133 commune-level administrative units.
The Government proposed that the National Assembly Standing Committee consider and give opinions on the establishment of Hue City under the Central Government, and consider and decide to establish two districts in Hue City. In addition, Phong Dien town will be established and commune-level administrative units in this town will be arranged and established; district and commune-level administrative units will be arranged and established in the 2023-2025 period in Thua Thien Hue province.
Presenting the review, the Law Committee and the agencies participating in the review agreed on the necessity of establishing Hue city directly under the Central Government and arranging administrative units at district and commune levels of Thua Thien Hue province.
Compared with the actual situation, according to the inspection agency, Thua Thien Hue province meets all the standards and conditions as prescribed to submit to the National Assembly for consideration and decision to establish Hue city directly under the Central Government.
The Law Committee determined that the administrative units formed after the rearrangement are all in accordance with relevant planning; ensuring the standards of the corresponding administrative unit type, meeting the requirements of the rearrangement as prescribed in the resolutions and conclusions of the National Assembly Standing Committee.
Therefore, the examining agency agrees with the plan to rearrange administrative units at district and commune levels, as well as the plan to rearrange and perfect the organizational apparatus, arrange and reorganize the staff, civil servants, public employees, non-professional workers, and the plan to resolve headquarters and public assets at administrative units implementing the rearrangement of Thua Thien Hue province as stated in the Government's projects.
However, the establishment of Hue city under the central government and districts, towns, wards and townships will also lead to some difficulties and challenges for state management.
Therefore, the Law Committee recommends that the Government, Party Committee and authorities of Thua Thien Hue province pay special attention, carefully prepare necessary conditions, have plans, directions and specific solutions.
The Politburo met to discuss the development of Hai Phong and the establishment of Hue city.
