(QNO) - On August 17, the People's Court of Quang Nam province opened the first instance trial and sentenced defendant Nguyen Thi Kim Anh (born 1963, An Xuan ward, Tam Ky city) to 10 years in prison for fraud and property appropriation.

According to the indictment, Ms. Nguyen Thi Kim Anh sold groceries at Vuon Lai market (An Son ward, Tam Ky). In 2000, she started holding signs for traders at the market and some people in Tam Ky to participate.

Each line has 12 legs (12 participants) and pays 12 installments/year (1 installment per month). From 2000 to 2012, Ms. Anh paid the players according to the commitment.

In 2013, Ms. Anh lost 400 million VND collected from lottery players. She then used the money from the players to pay the regular fees to make up for the lost money and pay off debts.

To carry out her fraudulent acts, Ms. Anh created many “fake” players in a 12-player betting line. When the time came to draw the bets, Ms. Anh calculated, balanced, and took the money collected from one player to pay the other players when they requested to withdraw their bets and pay interest. Many players withdrew their bets during the period but did not pay back, leading to an imbalance in the collection and expenditure of betting money.

In 2020, Ms. Anh continued to organize a lottery for 99 participants with a sum of more than 8.4 billion VND, then appropriated this money to make up for the shortfall and pay personal debts.

At the end of 2020, the players asked to take all the money they contributed, but Ms. Anh only paid some people more than 1 billion VND, and the rest appropriated nearly 7.4 billion VND. After that, 99 players filed a complaint against Ms. Anh for fraud.
