Directive No. 40-CT/TW dated November 22, 2014 of the Central Party Secretariat on strengthening the Party's leadership over social policy credit work has demonstrated the Party's strong determination in sustainable poverty reduction, providing a solid foundation and development opportunities for millions of disadvantaged households across the country. Through social policy credit, this Directive becomes an "extended arm" from the Party's will to the people's hearts, spreading essential resources to help people escape poverty, stabilize their lives and actively participate in socio-economic development. This is a strategic step to realize the aspiration for a prosperous country, linking the Party's will with the people's hearts on the journey to build a sustainable foundation from the grassroots.
After 10 years of implementation, Directive No. 40-CT/TW of the Party has proven its role as an important fulcrum, providing sustainable livelihoods and development opportunities for thousands of disadvantaged households in Hoa Binh province. With close guidance from Party committees and local authorities, policy credit sources have spread to every village, not only helping people escape poverty but also developing the economy, building new rural areas...
From the major policies of the Party and State
On October 4, 2002, the Government issued Decree No. 78/2002/ND-CP, marking the beginning of a preferential credit policy for the poor and other policy beneficiaries, with the goal of not being for profit. Over the period of implementation, this credit activity has made an important contribution to poverty reduction, improving the material and spiritual life of the people, while promoting national target programs on sustainable poverty reduction, new rural construction and socio-economic development nationwide.

Despite many remarkable achievements, the social policy credit system still faces some limitations and fails to meet the practical needs of the people. To overcome this, on November 22, 2014, the Central Party Secretariat issued Directive No. 40-CT/TW to strengthen the Party's leadership over social policy credit. This Directive was born as a "new breath of life", helping the policy credit system move faster, in the right direction and achieve higher efficiency in people's lives.
In Hoa Binh, as soon as Directive No. 40-CT/TW was issued, Party committees and local authorities at all levels have stepped up propaganda and dissemination of the Party's guidelines and the State's laws and policies on social credit to all classes of people, especially poor households and other policy beneficiaries, thereby creating a strong change in awareness and action, contributing positively to the locality's sustainable poverty reduction work.
Mr. Bui Duc Hinh - Standing Deputy Secretary of the Hoa Binh Provincial Party Committee said that when the locality received Directive 40-CT/TW of the Secretariat, the province quickly deployed and thoroughly directed sectors and levels to develop action programs, plans as well as directive documents to organize implementation in the province. Determining the importance and significance of social policy credit, sectors and levels in Hoa Binh quickly joined in to implement it.
In particular, the Provincial Party Committee always attaches importance to social credit policy, constantly paying attention to arranging local budgets to entrust capital to the Vietnam Bank for Social Policies (VBSP), creating favorable conditions for the poor and policy beneficiaries to access preferential capital sources.
In addition, the province has also issued a separate policy to support loans for workers working abroad under contracts for the 2023-2026 period, with capital allocated from the local budget. At the same time, the province has also proactively proposed new mechanisms such as expanding the lending target, increasing the loan amount and extending the loan term for credit programs for students, poor households, near-poor households and clean water and rural environmental sanitation programs.
The Fatherland Front at all levels has promoted its role of social supervision and criticism, helping credit capital reach the right subjects, meeting the actual needs of the people. The representative board of the Board of Directors of the Vietnam Bank for Social Policies at all levels has also been strengthened with 282 members at the provincial and district levels, adding 151 commune People's Committee Chairmen to the district-level representative board to improve the effectiveness of State management of policy credit.
In addition, the province has supported the VBSP with VND5.8 billion to renovate and build new headquarters and transaction offices, fully equipping them with safety equipment. Commune transaction activities are held on a fixed day every month at 151 commune, ward and town transaction points, helping people easily access information, credit policies and banking services at the commune People's Committee headquarters, saving time and travel costs.
Go deep, go close to each village
As a mountainous district located in the Northwest of Hoa Binh province, the Party Committee and the government of Tan Lac district have clearly identified poverty reduction as a key political task. Vice Chairman of Tan Lac District People's Committee, Mr. Le Chi Huyen said: "Policy credit capital is an effective tool to help authorities at all levels achieve the national goal of sustainable poverty reduction, ensuring social security and creating jobs. Therefore, Tan Lac District Party Committee always focuses on leading and directing the effective implementation of Directive No. 40-CT/TW".

During the implementation process, Tan Lac district has paid special attention to propaganda work, helping people grasp the State's social policies and guidelines. The district Party Committee and People's Committee have also created favorable conditions for the VBSP to quickly and promptly implement policy credit programs. From 2015 to present, the amount of money transferred from the budget to the VBSP is 11,800 million VND; the Party Committees and authorities of the communes have proactively created favorable conditions in terms of location and facilities for the VBSP to operate smoothly at 16/16 fixed transaction points located at the People's Committees of communes and towns, contributing to bringing capital to the people in the most effective way.
Present at Tu Ne commune (Tan Lac district) on the fixed transaction day, Mr. Quach Van Hat - Deputy Secretary of the Party Committee, Chairman of the People's Committee of the commune, shared: "The implementation of Directive No. 40-CT/TW is considered a breakthrough in the program of sustainable poverty reduction and new rural construction of the commune. The positive changes in awareness and actions of the Party Committee, government, unions, cadres and party members of Tu Ne commune in recent times have contributed to implementing poverty reduction work more practically and effectively".
Before Directive 40 was implemented, the poverty rate of Tu Ne commune in 2010 was 32.6%. By 2015, after implementing the Directive, this rate decreased to 13.73% and by 2024 it was only 2.26%, making Tu Ne one of the communes with the lowest poverty rate in Tan Lac district. Leaders at all levels and mass organizations such as the Women's Union, Farmers' Association, Veterans' Association, and Youth Union have actively opened training courses for people, aiming to support them in using capital effectively and developing sustainable livelihoods.
As a “bridge” to help the entrusted capital of the Social Policy Bank reach poor households and policy beneficiaries, over the past 10 years, the Tu Ne Commune Farmers’ Association has actively provided “correct” and “accurate” support to beneficiaries. Ms. Bui Thi Hinh, Chairwoman of the Tu Ne Commune Farmers’ Association, shared: “Thanks to the support from the Social Policy Bank of Tan Lac District, many households have accessed capital to develop the economy, improve their houses and invest in livestock, bringing about clear results.”
Fortunately, households that borrow capital not only use it for the right purpose but also strictly comply with the regulations of the VBSP, always fulfill their obligations to pay interest and repay debts on time. Credit capital has helped many families escape poverty, reduce unemployment in rural areas, limit risks from usury and black credit, and at the same time bring development opportunities to people in difficult circumstances, in line with the Party and State's goal of "Leaving no one behind".
According to the Chairman of the People's Committee of Tu Ne Commune, currently, the total outstanding loans in the commune have reached over 17.4 billion VND, focusing on loan programs for production, livestock, cultivation, clean water and job creation, ensuring sustainable poverty reduction results and no overdue debts. In the coming year, the commune aims to reduce the poverty rate to below 2%, continue to consolidate poverty reduction achievements and improve people's lives.
