Europe supports Vietnam in removing obstacles in implementing JETP

The European delegation was attended by Mr. Peteris Ustubs, Director of INTPA. Mr. Peteris Ustubs represented the EU delegation to discuss with Deputy Minister of Natural Resources and Environment Le Cong Thanh about the EU's concerns. During the meeting, the two sides discussed issues related to the implementation of the Fair Energy Transition Partnership (JETP) in Vietnam.

Specifically, Mr. Peteris Ustubs said that the delegation wanted to hear the views and difficulties of the Vietnamese side in implementing the Fair Energy Transition Partnership (JETP) mechanism, co-chaired by the EU and the UK. In addition, the delegation was also interested in and wanted to promote coordination between the EU and Vietnam in the EU-Vietnam Multiannual Oriented Cooperation Programme for the period 2021-2027, focusing on sustainable green growth and climate action.

Following Mr. Peteris Ustubs, Deputy Minister Le Cong Thanh thanked the EU and the UK for taking the lead in implementing JETP. The Deputy Minister said that this is an important step towards the successful implementation of the model of partnership cooperation between developed countries on one side and developing countries on the other side in the transition process, contributing to the common effort to reduce greenhouse gas emissions, while ensuring fairness and justice in implementing climate actions.

However, JETP is a new, interdisciplinary issue, so Vietnam is still facing many obstacles and difficulties.

As part of the JETP Secretariat, the Ministry of Natural Resources and Environment is aware of these challenges. Accordingly, the Ministry is continuously learning from the experiences of Indonesia and South Africa, the two countries that participated in JETP earlier, and continuing to exchange with Vietnamese ministries and sectors to seek advantages and resolve difficulties.

According to Deputy Minister Le Cong Thanh, the JETP Implementation Secretariat has four groups, led by the Ministry of Natural Resources and Environment, Ministry of Industry and Trade, Ministry of Planning and Investment, and Ministry of Finance. Of which, the Ministry of Natural Resources and Environment strongly supports and wishes to promote JETP from the construction to implementation process.

In the field of responsibility, the Ministry of Natural Resources and Environment is amending Decree 06 on carbon credit management, moving towards piloting the carbon market in 2025 and officially in 2028. Accordingly, carbon pricing will be the driving force for Vietnam's economic sectors to move towards reducing emissions. At the same time, the Ministry is also amending regulations to simplify administrative procedures in granting research on offshore areas for wind power, as well as environmental procedures in energy projects.

Deputy Minister Le Cong Thanh also informed about some difficulties and problems in other areas, including the public debt ceiling, management of projects with mixed capital sources, power transmission technology and electricity prices.

Regarding the transition to renewable energy, Deputy Minister Le Cong Thanh said that Vietnam is facing great difficulties in terms of base energy. In particular, renewable energy must go hand in hand with base energy. Currently, Vietnam is developing a plan to implement the Power Plan VIII, aiming to resolve these problems.

Regarding the power transmission system, the power transmission system in Vietnam has an imbalance between supply and demand in the North and South of the country. The Vietnamese government has recognized this problem and is developing regulations so that power transmission can attract different sources of investment, especially in the construction of smart grids and direct electricity trading between producers and consumers. Deputy Minister Le Cong Thanh hopes that in the near future, Vietnam can soon issue new regulations related to direct electricity trading.

Currently, both the Prime Minister and Deputy Prime Ministers of the Vietnamese Government are making efforts to resolve and remove obstacles in the above-mentioned issues, including ODA project procedures, direct electricity trading, and the plan to implement the VIII Power Plan.

These issues will also continue to be discussed at the Steering Committee Meeting on the implementation of COP26 commitments, where the Prime Minister of Vietnam will give instructions and promote work to soon reap initial results in the implementation of JETP, including pilot projects that can be approved at this conference.

Acknowledging the sharing from Deputy Minister Le Cong Thanh, the EU highly appreciated Vietnam's efforts in implementing environmental commitments and implementing JETP. Accordingly, Mr. Peteris Ustubs said that the European Union is very interested and wishes to continue to cooperate, support Vietnam in removing obstacles, and promote the implementation of cooperation agreements between the two sides in a practical and effective manner.
