Vietnam is ready for COP28

Minister Dang Quoc Khanh welcomed Ambassadors of European countries participating in the European Union delegation in Vietnam to work with the Ministry of Natural Resources and Environment on the morning of November 15.

Minister Dang Quoc Khanh received and worked with Mr. Julien Guerrier, Ambassador, Head of the Delegation of the European Union (EU) to Vietnam.

At the meeting, Mr. Julien Guerrier said that the EU highly appreciated Vietnam's commitment to reduce net emissions to zero by 2050 and this attracted EU businesses. Mr. Julien Guerrier hoped that at the upcoming COP28, Vietnam would share with the world its programs and solutions in energy transition, greenhouse gas emission reduction, climate change adaptation and environmental protection.

According to the Ambassador, Head of the EU Delegation to Vietnam, since 1990, the EU has made great efforts to reduce emissions by 30% while still achieving double GDP growth (60%). Currently, the EU is setting very high ambitious goals for reducing greenhouse gas emissions, methane gas, and using energy efficiently, etc. and at COP28 this time, the EU hopes that Vietnam will join in working towards the common goal by 2050. Ambassador Julien Guerrier also hopes that the Ministry of Natural Resources and Environment will share the preparations for COP28 this year and the programs implemented to fulfill the commitments at COP26.

Minister Dang Quoc Khanh hopes that the cooperative relationship between the EU, member countries of Team Europe and Vietnam will become increasingly strong, develop strongly and substantially.

The Minister informed the Ambassadors that the Prime Minister will lead the Vietnamese delegation to attend COP28, which shows the great interest of the Vietnamese Government and Prime Minister in this Conference.

At COP28 this year, Vietnam will have an exhibition booth to introduce its climate change response efforts in Vietnam; a place to meet, share and exchange about climate change in Vietnam as well as connect activities with countries around the world. Vietnam will have activities such as: Launching ceremony of Vietnam's Just Energy Transition Resource Mobilization Plan (JETP), or activities to introduce Vietnam's efforts in mitigation, adaptation and green growth in recent times. Currently, the preparation work is almost complete, the Minister hopes to be able to welcome EU representatives at Vietnam's exhibition booth.

The Minister informed the Ambassadors that the Prime Minister will lead the Vietnamese delegation to attend COP28, which shows the great interest of the Vietnamese Government and Prime Minister in this Conference.

In addition, Minister Dang Quoc Khanh said that at the COP28 Conference, Vietnam hopes that countries will announce plans to implement NDCs with higher ambitions, thereby contributing to the global common effort to reduce greenhouse gas emissions as well as enhance adaptation and resilience to increasingly extreme impacts caused by climate change.

Regarding some key activities to implement the results achieved at the COP26 Conference in the coming time, the Minister said that Vietnam continues to improve institutions, policies, and legal regulations on climate change response; adjust the economic structure towards green growth, low greenhouse gas emissions and good resilience to the negative impacts of climate change.

Promote the strong development of offshore wind power, solar power, and onshore wind power according to the approved Power Plan 8. Consider and propose a policy with a roadmap to eliminate fossil energy while still ensuring national energy security. Therefore, the Minister proposed that the EU support financial and technical resources to help Vietnam legalize its commitments at COP26, especially the goal of achieving net zero emissions by mid-century.

Also at the meeting, Minister Dang Quoc Khanh and EU Ambassador to Vietnam Julien Guerrier discussed contents related to the long-term plan to reduce greenhouse gas emissions globally by all parties participating in the UNFCCC and NDCs; Just Energy Transition (JETP); Strengthening the ability to adapt to the adverse impacts of climate change and enhancing the ability to respond to climate change; Mobilizing capital and resources to recover losses and damages; Creating financial flows in line with the roadmap towards low greenhouse gas emissions and climate change-adaptive development.

Minister Dang Quoc Khanh hopes that after COP28, the EU and its member countries will actively provide the best possible support to Vietnam in terms of finance, enhancing governance capacity, and technology for the development of the renewable energy industry in Vietnam.

In addition, support Vietnam in establishing a domestic carbon market connected to the international market, focusing on technical support to complete legal documents, training, and capacity building for officials participating in operating this market; technical support, sharing experience in building and operating the European emissions trading system during the process of Vietnam building a domestic carbon market; activities to develop the carbon market, manage emission quotas; Cooperate in implementing energy transition projects, clean transport transition projects, especially new energy projects such as green hydrogen...

Ambassador Julien Guerrier said that in his role as Head of the European Union Delegation to Vietnam, he hopes to be a bridge to further promote cooperation between Vietnam and the EU in all areas, including environmental protection and climate change response.
