The opinions discussed at the meeting expressed agreement with the report assessing the socio-economic situation, national defense and security in 2024. The delegates said: In 2024, economic growth achieved quite comprehensive results in all fields; economic development targets, budget revenue, and attracting direct investment projects all met and exceeded the set plan. The largest contributor to growth was industry, followed by construction, services, agriculture, etc.

Of which, domestic revenue and revenue from import-export activities exceeded the estimate and assigned targets. Some revenue items had large proportions and achieved higher than the estimate such as: land use fee; revenue from foreign-invested enterprises; environmental protection tax; value-added tax on imported crude oil of Nghi Son Refinery and Petrochemical Company Limited...
The above results were achieved thanks to the strong leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee from the beginning of the year. It is also the result of the active participation of the entire political system, the efforts of the business community and all classes of people.
Along with discussing and clarifying the results achieved in 2024, delegates also focused on analyzing the shortcomings, limitations and causes, especially subjective causes in the implementation stage. From there, they looked into each field and industry to find solutions; at the same time, they recommended and proposed solutions to effectively implement the tasks and solutions in 2025.
There are still "obstacles" in achieving the goal of turning Thanh Hoa into an industrial province. Industry is one of the important sectors contributing to Thanh Hoa province's economic growth in 2024. That was the comment of Director of the Department of Planning and Investment Le Minh Nghia at the discussion session of the 24th Session of the 18th Provincial People's Council. According to the delegate, to have the second highest growth rate in the country, the industrial sector contributed more than 50%, which shows that the province's economy relies heavily on industry. However, in recent years, the structure of the province's main industrial products has not changed much, still traditional products with expanded production, increased output, and have not attracted new products. Some new products have increased insignificantly. This is one of the limitations and shortcomings that need to be overcome soon to create momentum for development. The delegate also pointed out: The progress of implementation in many industrial parks and industrial clusters has improved, but is still slow, leading to a lack of land to attract investment projects. This problem has been clearly identified by the province and relevant agencies and has been directed, but the results achieved have not been as expected. From these things, it can be seen that the premises and conditions for developing Thanh Hoa province into an industrial province are still limited and inadequate, and need to be resolved soon. |
Removing "bottlenecks" for the business community to develop sustainably Delegate Cao Tien Doan, Chairman of Thanh Hoa Provincial Business Association. According to delegate Cao Tien Doan, Chairman of the Provincial Business Association, the price of construction materials is currently one of the hot spots and the biggest concern for businesses and investors. The main reason is determined to be the difference between the province's announced price list and the actual price. On the other hand, the licensing of construction material exploitation at mines with output reserves still low compared to demand, leading to a serious shortage of raw materials, not meeting the demand for construction investment projects in the province. The delegates proposed that the Provincial People's Committee direct relevant departments and branches to review and correctly assess the supply and demand situation to advise provincial leaders to grant licenses for sufficient material reserves at mines, helping businesses complete project progress safely and smoothly. In addition to difficulties in construction material prices, enterprises are currently considered to have outstanding land debts, but in reality, the project is being assigned by the Provincial People's Committee to relevant departments and branches for legal review, so the land allocation to enterprises cannot be carried out, but the tax authority continues to collect land use fees, still suspends debts, and imposes penalties for late payment of land fees, leading to the situation where enterprises still have to bear outstanding land debts while the project is being reviewed. This causes difficulties and inconveniences, significantly affecting the reputation and production and business activities of enterprises and investors. To avoid the situation of "each industry knows its own industry", lack of connectivity and synchronous updates in the system, delegates requested the Chairman of the Provincial People's Committee to consider and soon have practical solutions to promptly resolve this issue. According to the delegate, there are currently 38,000 registered enterprises in the province, but only 21,000 enterprises are operating with revenue, and 17,000 enterprises have been established but have not generated revenue. Therefore, the provincial leaders are requested to direct relevant departments and branches to promptly inspect, review, and evaluate, and have specific solutions to put enterprises into more substantial operation. |
“Pulling” new growth drivers to maintain budget collection speed Delegate Ngo Dinh Hung, Director of Thanh Hoa Tax Department. In 2024, with many drastic solutions, Thanh Hoa achieved the highest results in budget revenue ever with estimated revenue by December 31, 2024 reaching 55,300 billion VND, exceeding 55% of the assigned estimate; of which import-export tax revenue reached 21,000 billion VND and domestic tax revenue reached 34,300 billion VND. However, according to delegate Ngo Dinh Hung, Director of Thanh Hoa Tax Department, through monitoring by the tax sector, the province's budget revenue for many years has still depended on two main sources of revenue: crude oil import tax of Nghi Son Refinery and land use fees. These two main drivers continuously account for 64-69% of the province's total budget revenue in the 2021-2024 period. In 2024, this figure is estimated to be 68% when Nghi Son Refinery operates beyond capacity, and crude oil imports are higher than in previous years. In the context of the world political and economic situation in 2025, which is forecasted to still have many challenges; tax revenue from Nghi Son Refinery and Land Use Fees has been highly exploited for many years, delegates proposed that in order to maintain the growth rate of budget revenue in the following years, it is necessary to promote the development of infrastructure of industrial parks (IPs), industrial clusters (ICs), and upgrade Tho Xuan airport to meet higher standards to create a good infrastructure foundation, favorable for attracting investment. Regarding the development of industrial park and cluster infrastructure, the province currently has Nghi Son Economic Zone with 23 sub-industrial parks. In addition, according to the planning of Thanh Hoa province for the period 2021-2030, with a vision to 2050, the province has 19 industrial parks and 126 cluster industrial parks. However, the "picture" of industrial park and cluster infrastructure is still unfinished when there are only 7 industrial parks in Nghi Son Economic Zone associated with large projects and 2 cluster industrial parks with completed infrastructure; 6/8 industrial parks outside Nghi Son Economic Zone have infrastructure investors but have not been invested synchronously in accordance with regulations. |

Leaving the extremely difficult areas means that cadres and teachers working in these communes will no longer enjoy preferential policies from the State, affecting their lives and income. Many cadres and teachers who have worked for many years have asked to be transferred to the lowlands, and some teachers have even asked to leave the industry. This situation has led to a local shortage of teachers in mountainous districts in the 2024-2025 school year. Delegate Ha Thi Huong emphasized: “With the province’s approval, many mountainous districts have recently announced the recruitment of teachers. However, many special teaching positions (English, Fine Arts, Music, Information Technology) do not have enough applications”. For example, in Thuong Xuan district, there is currently a shortage of about 80 teachers compared to the quota. In Lang Chanh district, recruitment of teachers has recently been carried out, but preliminary statistics show that 5 special teaching positions do not have applications.
