1. Is the license plate issued based on temporary or permanent residence?
Specifically, Clause 2, Article 3 of Circular 24/2023/TT-BCA stipulates that vehicle owners who are organizations or individuals with headquarters and residence (permanent or temporary residence) in a locality must register their vehicles at the vehicle registration agency in that locality.
Except for the case where the organization or individual winning the auction of the car license plate is selected to register and issue the auctioned license plate at the Traffic Police Department, the Road and Railway Traffic Police Department, the Road Traffic Police Department of the Public Security of the province or centrally-run city (hereinafter referred to as the Traffic Police Department) where the car owner has his/her headquarters or residence or at the Traffic Police Department managing the auctioned license plate.
Thus, when registering a vehicle, the owner can choose to be issued an identification plate at the place of permanent or temporary residence, except in the case of winning an auction for a car license plate, in which case the owner can choose to register for the license plate that won the auction according to regulations.
2. Procedures for first time license plate issuance
Pursuant to Article 12 of Circular 24/2023/TT-BCA, the procedures for first-time vehicle registration are as follows:
- Organizations and individuals registering vehicles must comply with the provisions of Article 9 of Circular 24/2023/TT-BCA; bring the vehicle to the vehicle registration agency and submit the documents specified in Articles 10 and 11 of Circular 24/2023/TT-BCA.
- After the vehicle registration officer checks the vehicle's documents and the vehicle is actually valid, the license plate will be issued according to the following regulations:
+ Issue a new license plate for the case where the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle;
+ Re-issue according to the identification number in case the identification number has been revoked.
In case the vehicle or vehicle documents do not comply with regulations, supplement and complete the documents according to the instructions of the vehicle registration officer on the document instruction form.
- Receive the appointment paper for the result, pay the vehicle registration fee and receive the license plate (in case the license plate is issued according to the provisions at Point a, Clause 2, Article 12, Circular 24/2023/TT-BCA); in case the vehicle owner needs to receive the vehicle registration result via the public postal service, he/she must register with the public postal service unit.
- Receive vehicle registration certificate and license plate (in case of license plate issuance according to regulations in Point b, Clause 2, Article 12, Circular 24/2023/TT-BCA) at the vehicle registration agency or from a public postal service unit.
3. Procedures for issuing, changing and reissuing identification plates
According to Article 18 of Circular 24/2023/TT-BCA, the procedures for issuing, exchanging and re-issuing vehicle registration certificates and license plates are as follows:
- Provide full online public services for re-issuance of vehicle registration certificates and re-issuance of license plates (except for vehicles registered with 3-digit or 4-digit license plates)
+ Vehicle owners declare vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA and attach a scanned copy of the engine number and chassis number as prescribed on the public service portal;
+ After checking the vehicle records to ensure they are valid, the vehicle registration agency will send a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return the vehicle registration results according to regulations;
+ Vehicle owners receive vehicle registration certificates or license plates as prescribed from the public postal service.
- Implementing public services partially online (except for the cases specified in Clause 1, Article 18, Circular 24/2023/TT-BCA)
+ Vehicle owners declare vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA, submit application for renewal or re-issuance as prescribed in Article 17 of Circular 24/2023/TT-BCA and pay fees as prescribed; vehicle owners do not have to bring the vehicle for inspection (except for vehicles with modified or changed paint color);
+ After checking the vehicle records to ensure they are valid, the vehicle registration agency will issue, change or reissue the vehicle registration certificate and license plate according to regulations; the vehicle owner will receive the vehicle registration results at the vehicle registration agency or from the public postal service.
In case of issuance, re-issuance of vehicle registration certificate, the vehicle license plate number will remain the same; for vehicles registered with 3 or 4-digit license plate number, a new identification license plate number will be issued according to regulations (recall the vehicle registration certificate, 3 or 4-digit license plate number).
In case of changing the license plate from white background, black letters and numbers to yellow background, black letters and numbers or from yellow background, black letters and numbers to white background, black letters and numbers, a new identification license plate will be issued (in case there is no identification license plate) or the identification license plate will be reissued (in case there is already an identification license plate).
