Motorcycle registration procedures
Pursuant to Article 13 and Article 15 of Circular 24/2023/TT-BCA, regulations on granting and revoking registration and license plates of motor vehicles include revoking procedures and transferring ownership procedures.
Specifically, to carry out the revocation procedure, the vehicle owner must declare the revocation of vehicle registration and license plate on the public service portal; provide the vehicle registration file code online; submit the revocation file and receive an appointment to return the vehicle registration result according to regulations.
After checking the valid vehicle records, the vehicle registration authority issues a certificate of revocation of registration and license plate.
In case of lost vehicle registration certificate, verification shall be carried out according to regulations.
When transferring ownership of an old motorbike, the vehicle's identification plate will be revoked.
To carry out the transfer procedure, the organization or individual receiving the vehicle ownership transfer must declare the vehicle registration, bring the vehicle to the vehicle registration agency for inspection, provide the online vehicle registration file code and submit the application according to regulations.
The vehicle registration office issues a license plate after checking the vehicle's documents and ensuring that the vehicle is actually valid. Receive a vehicle registration certificate from the vehicle registration office or from a public postal service unit.
To carry out the name change procedure, you need to go to the vehicle registration office where you are headquartered and reside and present documents as prescribed in Article 10 of Circular 24/2023/TT-BCA and necessary documents.
Do I need to change the license plate number to transfer the ownership of a motorbike?
Pursuant to Article 3 of Circular 24/2023/TT-BCA, the vehicle's identification plate belongs to the owner of the old motorbike.
Therefore, when transferring the ownership of an old motorbike, the vehicle's identification number plate will be revoked and not kept intact. When the old owner registers another vehicle under his ownership, the identification number plate will be reissued.
In case after 5 years, the old car owner does not register a new car, the identification number plate will be transferred to the license plate warehouse for registration and issuance to organizations and individuals according to regulations.
