Ho Chi Minh City - Moc Bai Expressway, with a total investment of nearly 20,000 billion VND in the form of BOT, is expected to start construction in May 2025, half a year shorter than the original plan.
The Ho Chi Minh City Department of Transport said that the draft report on appraisal results and pre-feasibility study report (phase 1) of the Ho Chi Minh City - Moc Bai expressway project has been sent by the Ministry of Planning and Investment to members of the interdisciplinary appraisal council for approval.
The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) is coordinating with the consulting unit to work with the members of the appraisal council to complete the procedures, seek opinions through the appraisal results report, and pre-feasibility study report. This is considered the basis for the Ho Chi Minh City People's Committee to complete the procedures to submit to the Prime Minister for approval of the project investment policy.

It is expected that the Ho Chi Minh City People's Committee will complete the pre-feasibility study report (according to the appraisal results of the appraisal council) and submit it to the Prime Minister for approval of the project investment policy before March 15.
The Prime Minister approved the project investment policy in March. Approved the project's pre-feasibility study report in October.
From October 2024 to October 2025, localities will complete site clearance. The project is expected to start construction in May 2025 and be completed and opened to traffic in December 2027.
Recently, Ho Chi Minh City and Tay Ninh coordinated to complete the pre-feasibility study report, which is currently being submitted to the interdisciplinary appraisal council for appraisal before submitting it to the Prime Minister for approval of the project investment policy.
In the next step, the Department of Transport and other departments of Ho Chi Minh City will coordinate with Tay Ninh province to carry out the next steps for the component project of site clearance and construction of residential roads, overpasses across the highway, and bridges at intersections.
The Ho Chi Minh City - Moc Bai Expressway is about 50km long, of which the section through Ho Chi Minh City is 23.7km long, the section through Tay Ninh is 26.3km long. The starting point of the project is from Ring Road 3 in Cu Chi District, Ho Chi Minh City, parallel to and about 3km to 5km from the existing National Highway 22; the end point is at Moc Bai international border gate, in Ben Cau District, Tay Ninh Province.
The total investment of the project (including interest) is 19,886 billion VND. The capital structure includes costs such as construction and equipment of 9,387 billion VND; 6,900 billion VND for compensation for site clearance, support, and resettlement (including contingencies). Contingency costs for construction volume, equipment, and price inflation are 1,614 billion VND; interest during construction is 1,281 billion VND...
Regarding the financial structure, the state capital participation is 9,943 billion VND, equivalent to 50% of the total investment. The budget capital is used for site clearance and support for construction of works, infrastructure systems... Investor capital is 9,943 billion VND, equivalent to 50% of the total project investment.
The project is implemented in the form of public-private partnership - BOT contract (build - operate - transfer). Payback period is 14 years and 10 months.
Currently, the Trans-Asia Highway (Highway 22) is the only highway connecting Ho Chi Minh City with Moc Bai international border gate. Therefore, the Ho Chi Minh City - Moc Bai Expressway will help shorten the time to and from Ho Chi Minh City, and will promote the advantage of connecting with Highways 1, 22, 22B, and Ho Chi Minh Road. From there, an economic development corridor will be formed, connecting the economic center of the Southern region, the border gate with the ASEAN region including Bangkok - Phnom Penh - Ho Chi Minh City.
Phase 1: Ho Chi Minh City - Moc Bai Expressway invests in the section from Ho Chi Minh City to Trang Bang (provincial road 787B) with 4 limited expressway lanes, 17-20m wide; the section through Tay Ninh province (from Trang Bang to the end of the route) has 4 limited expressway lanes, 17.5m wide.
Completion phase: Expand the section through Ho Chi Minh City to 8 complete expressway lanes, 42m wide; the section through Tay Ninh province expands to 6 complete expressway lanes, 34.5m wide.
For highway sections passing through existing residential areas, there will be one- or two-sided residential access roads, with a scale of 1 lane and 3.5m wide.
