(NLDO) - Ho Chi Minh City launched a "365 days and nights" competition to speed up the progress of Ring Road 3, determined to open the entire route to technical traffic by 2026.
On the morning of December 29, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) officially launched a 365-day and night competition to speed up the construction progress of the Ring Road 3 Project, the section passing through the city.

The launching ceremony was attended by Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong along with leaders of departments, branches and sectors related to the Ring Road 3 project.
This is part of the strategy to accelerate the formation of a synchronous and appropriate transport system, aiming to develop the economy and society of the Southern region.
Reporting at the launching ceremony, Mr. Le Ngoc Hung, Deputy Director of the Traffic Department, said that the investment project to build Ring Road 3 has been approved by the National Assembly. The section through Ho Chi Minh City is 47.3km long, passing through 4 districts with a total investment of up to 41,317 billion VND. Of which, the construction cost is 22,411 billion VND and the site clearance cost is 18,906 billion VND.

Currently, the project includes 10 main construction packages, of which 4 packages have been started in 2023 and the remaining 6 packages will start in 2024. By the end of 2024, the construction progress has reached about 30% of the construction value, meeting the set schedule.
Responding to the peak emulation campaign "500 days and nights of competition to complete 3,000 km of expressway" launched by the Prime Minister, Ho Chi Minh City has issued a plan to accelerate the project's construction progress until June 2026.
The launching ceremony of the 365-day and night competition (January 1, 2025 to December 31, 2025) aims to mobilize maximum resources from contractors, supervision consultants and related parties to construct 3 shifts and 4 crews, meeting important goals including:
Complete some items of the XL1 package before April 30, 2025 to connect with related projects. Technically open the entire 14.7km of Ring Road 3 in Thu Duc City on December 31, 2025. Technically open 32.62km in Cu Chi, Hoc Mon, Binh Chanh districts on April 30, 2026. The entire Ring Road 3 through Ho Chi Minh City on June 30, 2026.
The Project Management Board calls for support from central agencies, ministries, localities and people to ensure the project is implemented on schedule and effectively.
Speaking at the launching ceremony, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong affirmed that Ring Road 3 is a key project of the country, requiring high concentration of human resources, material resources, equipment as well as coordination to ensure construction progress. At the signing ceremony of the emulation agreement, he emphasized the goal of shortening the completion time compared to the plan.
According to Mr. Bui Xuan Cuong, since the inspection on December 14 with Deputy Minister of Transport Le Anh Tuan, the bidding packages from Construction 1 to Construction 5 have had positive changes. Currently, the construction sites have entered the dry season, completed the construction of piles and pillars, and are preparing to deploy the pillar body. Up to now, the route of Ring Road 3 has been clearly defined.
The Ministry of Transport has launched a nationwide competition with the goal of having 3,000 km of expressways nationwide by 2025. In Ho Chi Minh City alone, the 14.7 km main section of Ring Road 3 is expected to open to traffic on December 31, 2025. Construction Package 1, connecting Nhon Trach Bridge and Road, invested by My Thuan Project Management Board, will open to traffic on April 30, 2025.
To date, the project's 10 construction packages have reached about 30% of the volume. Site clearance and compensation work has been completed 99.8%, with only 0.2% remaining in Thu Duc and Binh Chanh. The Vice Chairman of the City People's Committee requested relevant parties to complete this work in January 2025.
Mr. Bui Xuan Cuong also requested the Traffic Department to make a detailed plan based on the emulation agreement, ensuring that the 14.7 km section in Thu Duc City is opened to traffic on schedule to synchronize with Long Thanh International Airport. Coordination with Binh Duong province and relevant parties at Tan Van intersection is also directed to be closely implemented.
To ensure progress, contractors are required to organize construction in 3 shifts, working during Tet and holidays. In addition, Mr. Bui Xuan Cuong emphasized that the top priority is to ensure labor safety for workers and engineers at the construction site, along with environmental sanitation and reasonable traffic flow.
Regarding construction materials, Mr. Bui Xuan Cuong directed the investor to coordinate with localities such as Vinh Long, Tien Giang, Ben Tre to increase the supply of sand for construction sites before Tet. At the same time, materials such as crushed stone and crushed stone aggregate also need to be supplemented promptly to avoid affecting the construction progress.
