What forces does the mobile police consist of?
Mobile Police is an individual holding a certain position, belonging to the Mobile Police Command of the Ministry of Public Security of Vietnam, performing assigned functions and powers to ensure national security and order, maintain social order, social safety and other tasks as prescribed by current law.
Mobile police include: Special task force; Special operations force; Target protection force; Training force, using service animals.
The organization of the Mobile Police includes: Mobile Police Command; Mobile Police of provincial and municipal public security.
Regulations on inspection of objects and means of transport
Article 128 of the Law on Handling of Administrative Violations 2012 stipulates:
The search of means of transport and objects according to administrative procedures is conducted when there is reason to believe that the means of transport and objects of traffic participants contain hidden evidence of administrative violations.

The inspection of the above mentioned means of transport and objects must have a written decision and must be issued by a competent authority to conduct the control, for example:
- Head of the administrative police department for social order.
- Chief of police department.
- Head of Road and Railway Traffic Police Department.
- Head of mobile police unit from company level and above, station chief of border police station...
In special cases, if there is reason to believe that if the search is not conducted immediately, the administrative violation evidence will be dispersed or destroyed, then in addition to the head of the traffic police department, traffic police officers and mobile police officers on duty may search the means of transport and objects according to administrative procedures.
Do the traffic police have the right to check the trunk of a car?
Circular 58/2015/TT-BCA stipulates the powers of mobile police including:
- Control people, vehicles, objects, and documents according to the provisions of law when performing patrol and control tasks.
- Handling violations of laws on security, order and social safety according to authority.
- Apply preventive measures as prescribed by law.
- Requesting agencies, units, organizations and individuals to coordinate and support in resolving cases and matters related to security, order and social safety.
- Use weapons, support tools, technical equipment, and service animals to serve patrol and control activities.
- Exercise other powers as prescribed by law and the Ministry of Public Security.
Thus, the mobile police have the right to control people, check identification papers, and check vehicle trunks while performing patrol and control duties.
Patrol and control objects include assigned areas, targets, routes, and locations; people, vehicles, objects, and documents.
