The Minister of Education and Training (MOET) requested the Directors of the Departments of Education and Training of coastal provinces and cities from Quang Ninh to Khanh Hoa to closely monitor the developments of storm No. 4 to be proactive and flexible in responding to the storm, ensuring absolute safety for students, teachers and staff in the education sector.
Accordingly, the Departments need to be on duty 24/7, regularly update information from functional agencies, rescue forces and local authorities to have timely response plans.
The Ministry also requested the local education sector to develop a plan to move assets, machinery, equipment, and tables and chairs to a safe place, ensuring no damage or breakage.
Schools and educational institutions do not organize extracurricular activities in coastal areas and areas at risk of storms.
Schools should consider cancelling classes when necessary, especially in areas vulnerable to storms and floods, and ensure that information about school schedules and student safety is fully communicated to parents.
The work of cleaning up schools and repairing damage to facilities needs to be carried out immediately after the storm has passed, ensuring safety and hygiene before welcoming students back to school.
Localities also need to continuously update information, summarize damage and develop a plan to report to the Provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training.
According to the forecast from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. this afternoon, September 19, the center of storm No. 4 is in the coastal waters from Quang Binh to Thua Thien Hue. The strongest wind in the storm center is level 8, gusting to level 10.
By the evening of the same day, the storm center was on land in the area from Quang Binh to Quang Tri.

Coastal areas from Ha Tinh to Da Nang need to be on guard against storm surges of 0.3 to 0.5 meters, combined with high tides and big waves causing landslides of sea dykes and embankments, and flooding in low-lying areas in the evening of September 19.
Heavy rain will also lead to flooding in densely populated urban areas because the water cannot drain quickly.
