The Law on Grassroots Democracy was passed by the 15th National Assembly at its 4th Session on November 10, 2022 and will take effect from July 1, 2023.
According to Nguyen Phi Hung, Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province, the Law on Implementing Democracy at the Grassroots Level in 2022 has many new and comprehensive contents in all types of democracy, especially democracy in communes, wards and towns.
In order to grasp the implementation and promptly make proposals and recommendations to ensure effective implementation of the law, the Vietnam Fatherland Front Committee of the province organized a monitoring delegation in Phu Ninh and Tien Phuoc districts.
Through monitoring, it is shown that the implementation of the Law on Grassroots Democracy has received attention from localities. In particular, the District People's Committee has issued a plan to implement the law and the District People's Council has issued a resolution on deciding on measures to ensure the implementation of grassroots democracy in the district.
The work of disseminating and raising awareness and responsibility of Party committees, authorities, cadres, Party members and people on implementing democracy at the grassroots level has been thoroughly implemented.
In implementing democracy at the grassroots level, Mr. Huynh Xuan Chinh - Chairman of Phu Ninh District People's Committee said that the district has been, is and will be working with the motto of "listening to the people and accompanying the people". In which, "listening to the people" is shown through the frequency of dialogues between the district secretary and chairman every year.
In reality, in some localities, there is a situation of excessive mobilization of people, both labor and financial resources. Localities need to monitor and supervise, because many places are still seriously obsessed with achievements...”.

In addition, the district chairman and vice chairman also organized dialogues with people in all villages to build model new rural residential areas. District leaders also had dialogues with people on topics to resolve related concerns.
However, Mr. Huynh Xuan Chinh said that the implementation of the law still has difficulties and confusion. At the grassroots level, the most difficult thing is to gather people to attend meetings according to regulations. Many times, this task must be assigned to the Fatherland Front and mass organizations to ensure it.
Because in reality, not all content interests people, but only focuses on issues that directly affect their own interests. "Promoting the role of the people as subjects so that "people know, people discuss..." still has many limitations" - Mr. Chinh said.
Local leaders also said that the implementation of the Law on Grassroots Democracy has only been over a year, while there are no guiding documents from ministries and branches, so the implementation at the grassroots level is confusing. Therefore, it is necessary to provide specific guidance on some contents soon so that the law can be put into practice. In addition, it is necessary to stipulate and institutionalize more clearly the sanctions for implementing the law; clearly define the responsibilities of state agencies at all levels in implementation.
Mr. Nguyen Phi Hung - Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that there are currently localities that misunderstand that the responsibility for implementing the Law on Democracy at the Grassroots level belongs to the Front and socio-political organizations.
That is not true. The law clearly states that the organization and implementation of democracy at the grassroots level is the responsibility of the government. The Front only coordinates, supports, and organizes supervision and criticism of related contents.
Need to "play the role and know the lesson"
Through local supervision, Chairman of the Provincial Vietnam Fatherland Front Committee Le Tri Thanh acknowledged that the Law on Implementing Democracy at the Grassroots Level has only been in effect for more than a year, so there are still many difficulties in implementation. In the coming time, guidance and amendments from competent authorities will be implemented.
In the immediate future, it is recommended that localities try their best to implement the clearly stipulated contents of the law in order to maximize the people's mastery. In particular, it is necessary to raise awareness among Party committees, authorities, and people to implement the law "in the right role, by heart".
According to Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh, state agencies have two main responsibilities in implementing democracy at the grassroots level, which are to be public and accountable to the people. Anything that is public must be public.
Publicity also has many forms. Publicity is for people to understand, not for the sake of completing responsibilities. Regarding accountability, there are things that we proactively explain, but we need to pay attention and be responsible for the things that people want us to explain. Explanation must be for people to understand, not for the sake of completing.
“The organization and implementation of the law is very important. In addition to innovating propaganda methods so that people understand and voluntarily participate, it is necessary to build trust among the people through specific actions.
Localities need to pay attention to the responsibility of collecting people's opinions; perform well the work of receiving citizens, handling complaints, denunciations and recommendations of the people; promote the role of the people's inspection board, the community investment supervision board and the grassroots mediation team...
In particular, when implementing democracy at the grassroots level, the most important thing to pay attention to is the factor of "people discussing, people deciding" on matters that fall within their responsibilities and interests" - Mr. Le Tri Thanh suggested.
Provincial Front inspects thematic work of social supervision and criticism
A working delegation led by Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh recently inspected the work of social supervision and criticism in Phuoc Son and Thang Binh districts.
According to the report, in Thang Binh district, from 2019 to 2024, the Fatherland Front at all levels chaired and participated in 1,257 supervision meetings and 144 social criticism meetings. In Phuoc Son district, the Fatherland Front at all levels chaired and organized 94 supervision meetings and 28 social criticism meetings.
In discussions with localities, Chairman of the Provincial Vietnam Fatherland Front Committee Le Tri Thanh emphasized the extremely important role of social supervision and criticism. At the same time, he suggested that in the coming time, the Front and local socio-political organizations need to study new ways of doing things and be more bold in implementing tasks. Many residential areas organize Great Unity Day
Since the beginning of November, many residential areas in the province have successfully organized the Great Unity Day to celebrate the 94th anniversary of the founding of the Vietnam National United Front (November 18, 1930 - November 18, 2024).
In Phuoc Son district, the Standing Committee of the Vietnam Fatherland Front Committee of the district chose the residential area of Hamlet 3 (Phuoc Chanh Commune) as the venue for the festival. Preparing to organize inspection and evaluation of the results of the Front's work in 2024
According to the plan, the Standing Committee of the Vietnam Fatherland Front Provincial Committee will inspect and evaluate the results of the work of the Front in districts, towns and cities in 2024 on November 22 and 25.
The method of organizing inspections in clusters, concentrated at the cluster leaders (the plain cluster in Thang Binh district, the mountainous cluster in Tien Phuoc district). Before the inspection and evaluation, the Standing Committee of the Provincial Vietnam Fatherland Front Committee will directly survey the performance of the Vietnam Fatherland Front Committee in a number of communes, wards and towns (2 units will be selected for the mountainous cluster and 3 units for the delta cluster) to have a basis for evaluating the performance of the district-level Vietnam Fatherland Front Committee. The list of surveyed commune-level units will be announced at least 5 days before the inspection. (V.ANH)
