(NLDO) - In 2025, the Ho Chi Minh City Civil Judgment Enforcement Department will continue to focus on recovering assets appropriated in corruption and economic cases.
On December 12, the Civil Judgment Enforcement Department (CJD) of Ho Chi Minh City held a conference to deploy civil judgment enforcement and monitor administrative judgment enforcement in 2025.
According to the report on the results of work in the past 12 months, this agency recognized that the work of enforcing civil judgments in Ho Chi Minh City in 2024 has achieved many important results, contributing to protecting the legitimate rights of citizens and the state.
However, to meet increasing demands, the HCM City Department of Natural Resources and Environment needs to continue to improve work efficiency and ensure sufficient resources for future tasks.

Specifically, the total number of cases to be resolved is more than 115,228, an increase of 10.6% over the same period in 2023. The total amount of money executed is more than 34,804 billion VND. The targets for THADS work in 2024 all exceeded the set plan, with the execution rate of cases reaching 83.28% and money reaching 52.48%.
In particular, in the enforcement of judgments related to assets appropriated in corruption and economic cases, the Department has completed more than VND 9,616 billion/VND 72,161 billion to be enforced.
Some major cases have completed execution, such as the violation of bidding regulations at Ho Chi Minh City Eye Hospital and the case at Saigon Agricultural Corporation.
Deputy Minister of Justice Mai Luong Khoi
In 2025, the HCM City Department of Civil Judgment Enforcement will continue to focus on recovering assets misappropriated in corruption and economic cases, especially major cases that are being monitored and directed.
In addition, the Department also strictly implements regulations on citizen reception, enhances direct dialogue and limits complaints and denunciations that go beyond the level or are prolonged.
To improve the quality of work, the Department will continue to promote the settlement of complaints and denunciations, ensuring the legitimate rights of citizens.
In addition, the HCM City Department of Civil Judgment Enforcement proposed that the Ministry of Justice submit to the competent authority an increase in staffing for the city's enforcement system. The reason is that the number of cases and the amount of money enforced in HCM City each year accounts for a large proportion, about 10% in terms of cases and 30% in terms of money compared to the whole country.
At the same time, major cases such as Van Thinh Phat, vehicle inspection cases, and drug-related cases also require sufficient resources to handle effectively.
Speaking at the conference, Deputy Minister of Justice Mai Luong Khoi acknowledged and highly appreciated the efforts of the HCM City THADS system, especially the execution results exceeding the target in terms of number of cases and amount of money in 2024, ranking 1st out of 63 localities.
However, the Deputy Minister also pointed out some remaining problems, such as the slow progress of debt collection enforcement by credit institutions and some corruption and economic cases being prolonged due to legal problems related to assets, especially assets formed in the future.
