The preliminary report on primary school enrollment (TSĐC) for the 2024-2025 school year of the Department of Education and Training (GD-DT) of Ho Chi Minh City said that in the past school year, the ratio of primary and secondary school students compared to the total enrollment target in each locality was high.

After 2 years of implementing the TSDC model, the Department of Education and Training of Ho Chi Minh City assessed that it has achieved positive results through the application of IT. Administrative procedures have been reduced, the time to process documents has been shortened to 10-20 minutes instead of having to travel many times as before, reducing 70%-80% of the time to process procedures. The simplified admission process allows parents to track the status of their application online, limiting travel and waiting. "The survey showed that 62.7% of parents were completely satisfied and 23.8% were temporarily satisfied with the school's admission guidance, while only 1.6% were dissatisfied. Notably, 51.9% of parents did not encounter any difficulties during the admission process, with the rate of evaluating the procedures as quick and convenient" - the Department of Education and Training of Ho Chi Minh City acknowledged.
Build realistic admission criteria
After 2 years of implementing the unified TSĐC, according to the Department of Education and Training of Ho Chi Minh City, the system also encountered some limitations, such as the lack of basis for student allocation. "In the 2025-2026 school year, the city's TSĐC work will overcome the limitations of the previous year. Specifically, it will be directed to synchronously and timely implement directive documents from the Department of Education and Training to schools. Strengthen supervision and coordination of enrollment work, ensuring that the school board understands the process and supporting information. Develop realistic enrollment targets, with evidence of facilities and thorough inspection. Improve the student allocation process, clearly identify areas and increase the initiative of schools" - an official from the Department of Education and Training of Ho Chi Minh City said.
According to the leader of an education and training department, basically, enrollment for the first grade classes of the 2025-2026 school year will be the same as last year, based on the student's residential information - including "current residence", "relationship with the head of household" and related information - determined through the electronic identification application (VNeID) of the student's parents or legal guardians, as the basis for enrollment. "The specific plan in each locality will wait for the city's general plan to implement" - this person said.
Meanwhile, according to the principal of a secondary school, many schools are currently implementing the advanced school model, high-quality school in Ho Chi Minh City are waiting for the decision of each locality, the reason is that this model is temporarily stopped according to the decision of the Ministry of Justice, while previously schools following the above model recruited students according to their own methods and models.
