Administrative reform must be effective!

HIGHLIGHT RESPONSIBILITY

To strengthen the Party's leadership role in administrative reform, in 2023, the Standing Committee of Nghe An Provincial Party Committee established the Provincial Administrative Reform Steering Committee, headed by the Provincial Party Secretary.

Immediately after its establishment, the Provincial Steering Committee for Administrative Reform selected 7 units (4 departments, branches and 3 district-level People's Committees) to focus on directing administrative reform in 2023. At the meetings, the Provincial Steering Committee for Administrative Reform pointed out pressing public issues that needed to be rectified.

For example, at the second meeting (July 27, 2023), the Provincial Steering Committee for Administrative Reform stated that some officials from the specialized departments of the Department of Construction and the Department of Natural Resources and Environment were reported by public opinion to have caused trouble and harassment in performing their duties...

On that basis, the Provincial Steering Committee for Administrative Reform requires heads of agencies and units to promote the implementation of exemplary responsibilities, strengthen monitoring, reminding, and rectifying the team of cadres, civil servants, public employees, and workers under their management in performing their duties, public ethics, and administrative reform. At the same time, resolutely replace and transfer cases of stagnation, weakness, violations of public ethics, or negative public opinion in performing public duties.

In 2023, the Steering Committee for Administrative Reform of Nghe An province requested the transfer of the positions of 2 department and sector heads who were reported by public opinion to have caused trouble for people and businesses in the process of handling work.

The spirit of the provincial leadership's direction has been thoroughly grasped and created profound and positive changes in departments, branches and localities. In Hoang Mai town, comrade Le Truong Giang - Secretary of the town Party Committee said: Every year, the town links the classification of cadres and civil servants, especially the heads of the Party Committees and grassroots authorities, with the assessment and scoring of the town's administrative reform. In cases where the town has been assessed and classified, but the higher vertical sector assesses that the administrative reform does not meet the requirements, the town will consider downgrading the cadres and heads of that sector, unit or locality.

In Tan Ky district, administrative reform is identified as a key task, a breakthrough and the district is determined and resolute in leadership and direction. Accordingly, the district requires 100% of departments, branches and localities to review and supplement the content of leadership and direction of administrative reform implementation into the working regulations of their agencies and units and assign responsibility to the heads. The district also requires departments, branches and localities to develop a plan to overcome shortcomings in administrative reform with a roadmap, efficiency; clear people, clear work.

The way Tan Ky district does is to organize the heads of departments, boards, and commune People's Committees to sign a commitment with the Chairman of the District People's Committee to perform professional tasks and administrative reform work of agencies, units, and localities. By the end of 2024, after evaluation, if any cadre does not meet the requirements of the task, he/she will voluntarily resign or the organization will rearrange the work to another job."

DETERMINED AND UNIFORM FOLLOWING THE "5 CLEAR" PRINCIPLE

Implementing administrative reform solutions, the Provincial People's Committee directed sectors and localities to proactively issue programs, plans and organize the synchronous implementation of administrative reform tasks. Programs and plans were built and implemented well with the motto "5 clear": Clear work content - Clear staff department - Clear leadership and direction - Clear completion time - Clear work products.

At regular meetings of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung thoroughly grasped and requested agencies, units and localities to promote administrative reform, focus on digital transformation, increase the application of information technology to improve the effectiveness of direction, administration and handling, solving work, ensuring the motto "fast, correct, effective"; shifting from explanation and accountability to solution and resolution.

The special working group of the Provincial People's Committee, headed by the Vice Chairmen of the Provincial People's Committee, directed and urged sectors and levels to actively implement administrative reforms to serve socio-economic development.

In addition to efforts to improve PCI, PAPI, PAR INDEX, in 2023, Nghe An province announced the results of the assessment of the Provincial Department of Management Capacity Index (DDCI). The Provincial People's Committee resolutely directed all sectors and levels to focus on reviewing and continuing to advise the Chairman of the Provincial People's Committee to issue a Decision to announce the list of administrative procedures, approve internal procedures, and electronic procedures in handling administrative procedures of agencies and units.

Units and localities have deployed digitalization and used digitalized results to improve service quality, shorten the time for exploiting records, which means shortening the waiting time for policy settlement for people, minimizing travel costs, transferring results and reusing digitalized records.

Through the discussion, Director of the Department of Home Affairs Nguyen Viet Hung said: To achieve effective administrative reform, the human factor is the prerequisite, therefore, we must focus more on improving public ethics, each cadre and civil servant must truly serve the people, for the common development of the province.

Along with that, to have good administrative reform, there must be information technology infrastructure and resources to implement it. All levels and sectors also need to do a good job of disseminating information about administrative reform and assigning specific responsibilities to each cadre, civil servant, and public employee; research and creatively apply legal regulations, and at the same time, propose to amend inappropriate and overlapping regulations to build a creative administration for the people.

From there, it contributes to the whole province creating breakthroughs in administrative reform, improving the investment and business environment, striving to improve the provincial competitiveness indexes PCI, PAR Index, PAPI to the top positions in the country.
