Administrative reform (PAR) plays an important role in serving people and organizations better. For sensitive and complex areas directly related to the interests of organizations, individuals and businesses such as natural resources and environment (TN&MT), PAR plays an especially important role, contributing to socio-economic development, security and defense stability. On that basis, the Department of Natural Resources and Environment identifies PAR, focusing on administrative procedure reform, as the top priority task and promotes its implementation.

Promoting administrative reform in the field of natural resources and environment

People are guided to carry out administrative procedures in the field of Natural Resources and Environment at the Provincial Public Administration Service Center.

According to Director of the Department of Natural Resources and Environment Pham Van Quang, in recent times, the Department has resolutely directed the review, assessment and simplification of administrative procedures; implemented many solutions to improve the effectiveness of the implementation of the process of handling interconnected administrative procedures in the field of Natural Resources and Environment. Every year, the Department organizes the review and statistics of legal documents related to state management of the field of Natural Resources and Environment, proposing solutions to amend them to suit the reality in the direction of shortening the dossier components, cutting down on time and administrative procedures. Currently, the Department of Natural Resources and Environment is performing State management in the following areas: Land; water resources; mineral resources; environmental protection; hydrometeorology; climate change; surveying and mapping and remote sensing. These are areas that have a certain impact on socio-economic development, national defense and security. In order to meet the management requirements of the sector, the Department strictly implements the work of controlling administrative procedures to ensure statistics and publication of administrative procedures according to current documents and advises and proposes documents related to administrative reform.

In recent times, the Department has also proactively and flexibly applied information technology and digital transformation in a number of areas and has brought many administrative procedures to be resolved in the digital environment, meeting the goal of building a digital government and digital government. In particular, the Department has promoted the application of software to resolve administrative procedures and has basically provided over 80 full and partial online public services on the Provincial Public Service Portal and the National Public Service Portal.

Currently, 100% of the Department's administrative procedures are performed on the electronic environment of the Provincial Public Service Portal and the National Public Service Portal. In addition, the unit has also built and effectively operated the Natural Resources and Environment Database Information Portal as a comprehensive data information channel of the industry. The departments and affiliated units have exchanged documents on the administrative document management system combined with digital signature on the software, helping to save time and improve work efficiency.

Administrative reform in the field of natural resources and environment has had positive changes, creating favorable conditions for organizations and citizens in the process of handling administrative procedures, reducing the time for carrying out procedures, implementing the regime of receiving and handling administrative procedures according to regulations in the spirit of ensuring convenience, speed, and compliance with the provisions of law. In 2024, the sector has made efforts to handle records implementing the one-stop, one-stop mechanism in a modern direction; receiving and handling over 3,250 administrative procedure records at the Provincial Public Administration Service Center; 100% of procedures are performed online on the Provincial Public Service Portal, returned on time and before the deadline. Along with that, the organizational system has been improved, improving the effectiveness and efficiency of operations; working methods and procedures have been innovated, improving quality; the application of information technology in handling work has been promoted...

In the coming time, the Department of Natural Resources and Environment will continue to review, edit, supplement and maintain the application of the Quality Management System according to TCVN ISO 9001:2015 standards in the process of handling administrative procedures; implement the Project to strengthen discipline and administrative discipline in state agencies of Phu Tho province in the period of 2022-2025. Along with that, advise the Provincial People's Committee to issue documents to guide the implementation of the Law related to the management field; coordinate with sectors and localities in resolving and removing difficulties and obstacles in the process of implementing policies and laws on Natural Resources and Environment. At the same time, effectively manage and operate the infrastructure for developing information technology to serve the digital transformation; focus on ensuring the safety and security of the network system...
