Fairness, objectivity, high responsibility in awarding titles
Speaking at the conclusion of the process of awarding the title, Minister of Culture, Sports and Tourism Nguyen Van Hung, Chairman of the State Council, said that the work of awarding the title of People's Artist and Meritorious Artist for the 10th time received great attention and close direction from the President and Prime Minister.
Fully aware of its responsibilities, over the past time, the Ministry of Culture, Sports and Tourism has always strictly implemented the provisions of the Law on Emulation and Commendation, and at the same time coordinated with relevant departments, ministries and branches to review and propose competent authorities to amend and supplement regulations on emulation and commendation in the direction of administrative reform, ensuring the most favorable conditions for individuals in the process of considering and awarding the titles of People's Artist and Meritorious Artist.
Accordingly, the work of considering and awarding the titles of People's Artist and Meritorious Artist is carried out in accordance with the procedures and documents prescribed in Decree No. 89/2014/ND-CP dated September 29, 2014 and Decree No. 40/2021/ND-CP dated March 30, 2021 of the Government. The dossiers requesting the award of the titles of People's Artist and Meritorious Artist are carried out through 3 Council levels: Grassroots Council; Ministry/Provincial Council and State Council. The higher-level Council only considers the dossiers submitted by the lower-level Council.
According to the Minister, compared to previous awards, the 10th awarding of the title of People's Artist and Meritorious Artist has many new points. Decree No. 40/2021/ND-CP dated March 30, 2021 of the Government has created more favorable conditions for artists: (1) More specific regulations on award criteria in the title; (2) More specific regulations on how to calculate and convert awards; (3) Additional consideration and awarding of titles to subjects: Having outstanding contributions, having excellent artistic talent, discussed and evaluated by Councils at all levels as special cases submitted to the Prime Minister for consideration and decision; (4) Regulations on how to calculate the time of professional artistic activities of individuals towards artists working in freelance arts; (5) Regulations on the percentage of votes...
In this awarding round, the State Council received 139 applications for the title of People's Artist and 348 applications for the title of Meritorious Artist.

Pursuant to the provisions of law, the Council met and voted; accordingly, there were 136 dossiers proposing the title of People's Artist and 347 dossiers proposing the title of "Meritorious Artist" that were eligible to be reported to the Prime Minister for consideration and submission to the President for the 10th time to confer the title of "People's Artist" and "Meritorious Artist".
During the process of organizing the meeting of the State-level specialized council, the State-level council and the Ministry of Culture, Sports and Tourism did not receive any petitions or complaints regarding the awarding process and procedures, only a number of petitions and recommendations related to the dossiers. The Ministry of Culture, Sports and Tourism has implemented the review of petitions and recommendations in accordance with regulations: checking the dossiers of individuals requesting the awarding of the title; requesting the ministerial/provincial councils and the State-level specialized councils to report, explain and respond to individuals with petitions and recommendations in accordance with current regulations.
"With the spirit of impartiality, objectivity and high responsibility of the Council at all levels, the work of considering and awarding the titles of People's Artist and Meritorious Artist for the 10th time has completed the set goals and requirements. Accordingly, the President signed the Decision to award and posthumously award the title of People's Artist to 125 Meritorious Artists; award and posthumously award the title of Meritorious Artist to 264 Artists" - the Minister emphasized.
