9 service fees are regulated
In the 2024-2024 school year, Ho Chi Minh City will make adjustments to revenue and expenditure policies at public educational institutions including preschool, primary, secondary, and high schools.
At the 17th session last July, the 10th People's Council of Ho Chi Minh City passed a resolution regulating tuition fees and other fees, collection levels, and revenue and expenditure management mechanisms for services serving and supporting educational activities of public educational institutions from the 2024-2025 school year and subsequent school years in the area.
According to the resolution, there will be 9 fees for educational support services in educational institutions in Ho Chi Minh City with the City People's Council regulating the fee levels.
Notably, the new resolution has added the service of using air conditioning in air-conditioned classrooms and adjusted the maximum collection level from 50,000 VND to 110,000 VND/student/month.
Specifically, the maximum fee is 50,000 VND/student/month for classes that are already equipped with air conditioners and a maximum of 110,000 VND/student/month for classes that need to use air conditioners but do not have them and must rent them.

According to the report of the HCMC People's Committee, the reference rental price is 1,320,000 VND/machine/month, 1 class equipped with 2 machines, 45 students/class, tentatively estimated at 60,000 VND/student/month.
Along with air conditioning service fees, HCMC adds after-hours care and nurturing services.

The collection levels are regulated by the Ho Chi Minh City People's Council in the 2024-2025 school year (Synthesized by: Huyen Nguyen).
These prescribed collection levels are maximum collection levels. Depending on the actual situation of the educational institution and the needs of the students, the educational institution shall agree with the parents of the students on the specific collection level, but it shall not exceed the collection level prescribed in this Resolution and shall not be 15% higher than that of the previous school year.
Multiple payments by agreement

Discussing this issue, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that for boarding meal fees and other fees not specified in the resolution of the Ho Chi Minh City People's Council, educational institutions should base on the actual situation and negotiate with parents to establish the fee level.
This content is implemented based on the provisions of Clause 3, Article 4 of Decree No. 81/2021 of the Government.

Educational institutions shall base on the actual situation, material conditions and students' needs to develop revenue and expenditure estimates for each revenue item, as a basis for calculating specific revenue levels to ensure the principle of sufficient revenue and sufficient expenditure, consistent with the actual situation of the school year.
The increase in the collection rate (if any) shall not exceed 15% compared to the 2023-2024 school year. The collection amounts and collection rates must be agreed upon by the educational institution with the parents of the students, with the opinions of the People's Committee of the district, town, Thu Duc city and the Department of Education and Training according to the management hierarchy.
"After the resolution takes effect and performs its assigned functions, the Department of Education and Training of Ho Chi Minh City will coordinate with the Department of Finance to issue a document guiding educational institutions in the area to properly implement regulations and make it public for people to monitor," Mr. Ho Tan Minh emphasized.
Previously, in the 2023-2024 school year, schools collected service fees and learning support according to Resolution 04 of the Ho Chi Minh City People's Council. In which, there is a regulation that schools can only collect a maximum of 35,000 VND/lunch for students.
During the implementation process, many educational institutions said that the fee of 35,000 VND/meal is not appropriate. With this fee, schools in the center have difficulty balancing to ensure the quality of boarding meals.
