The Hanoi People's Committee has just issued Document No. 3147/UBND-KGVX to the Department of Education and Training, the Department of Home Affairs, the Department of Finance; the People's Committees of districts, towns, and affiliated universities and colleges on the contents to note in implementing Directive No. 31/CT-TTg dated September 4, 2024 of the Prime Minister on strengthening conditions to ensure effective implementation of tasks for the 2024-2025 school year.
To effectively carry out the tasks of the 2024-2025 school year with the motto: "Taking students as the center; Teachers as the driving force; School as the support; Family as the fulcrum; Society as the foundation", the Hanoi People's Committee requested the Department of Education and Training to continue researching, reviewing, advising, proposing mechanisms and policies to create a legal corridor to further improve the quality of education and training, especially the quality of teachers in all educational institutions (both public and non-public); advising the City to implement the plan to turn Hanoi into a "UNESCO Learning City".
The Department of Education and Training directed to strengthen coordination between families, schools, and society in educating children and students, including preventing school violence, crime and social evils in educating children and students; ensuring school security and safety; and strengthening the implementation of digital transformation in state management of education and training in the city.
Guide and urge districts, towns and cities to continue reviewing and arranging the network of educational facilities; adjusting class sizes, reducing remote schools, ensuring the most favorable principles for children, students and people; suitable to the actual conditions of each locality.
The Department of Education and Training strengthens the responsibility of state management in selecting, supplying and using local textbooks and educational materials in accordance with regulations, ensuring adequate and timely supply of textbooks for the new school year. Develop and implement plans to support textbooks for policy students, poor and near-poor households, vulnerable groups, students from difficult family circumstances, students from ethnic minority areas and areas with difficult socio-economic conditions.
Directing facilities to closely coordinate with the health sector and local authorities, fully prepare conditions to proactively prevent, combat and effectively respond to natural disasters, epidemics, and food poisoning; strengthen school safety; ensure food, accommodation, living and studying conditions for children, boarding and semi-boarding students.
The City People's Committee has assigned the Department of Home Affairs to preside over and coordinate with the Department of Education and Training and the People's Committees of districts, towns and cities to review the number of teachers to propose to the Central Government to supplement the staff for the Hanoi Education sector, especially preschool teachers and teachers teaching subjects according to the new curriculum.
The Department of Home Affairs takes the lead in directing, inspecting, and urging districts, towns, and cities to recruit teachers assigned by competent authorities, overcoming the surplus and shortage of teachers in educational institutions. Along with that, research and advise on mechanisms and policies to attract talented and good teachers to work and stay long-term in the Capital.
In the document, the Hanoi People's Committee assigned the Department of Finance to advise on the allocation of the city's resources to effectively implement sub-projects in the national target program related to education and training; ensure regular funding levels according to regulations for educational institutions to carry out teaching and learning activities.
In addition, the City People's Committee also assigned specific tasks to the People's Committees of districts, towns, and affiliated universities and colleges on strengthening conditions to ensure effective implementation of tasks for the 2024-2025 school year.
