Housing and urban development projects are slow to implement.

In the period of 2023 - 2025, the Party Committee of the Provincial People's Committee organizes the implementation of 26 projects to develop urban housing, urban areas, trade and services. For land use rights auction projects, up to now, 2/12 projects have completed land auctions; 3 projects have completed land acquisition and site clearance; 1 project is organizing auctions; 7 projects are completing planning and site clearance. Of the projects bidding for investor selection, 2 projects have completed bidding and investor selection and are focusing on land acquisition; 4 projects have completed planning and are organizing investment policy proposals; 6 projects are completing planning and planning adjustment. For projects that have approved investment policies and investors at the same time, there are 2 projects in the process of planning preparation, appraisal and approval.

Comrade Pham Duc Toan, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee reported on the progress of project implementation.

For 11 key projects, including: 5 technical infrastructure development projects, 3 projects: Dien Bien airport expansion; Dynamic road and Thanh Binh bridge are under construction; 2 projects are being appraised, approved and estimated for construction. For 6 social infrastructure development projects, 2 projects have selected contractors and started construction; 1 project is focusing on selecting contractors; 1 project is in the process of appraising, approving construction drawing designs, estimates and selecting construction contractors; 2 projects are completing investment preparation procedures.

In general, most projects are being implemented slowly compared to the requirements (in particular, for key projects, up to now, there are still 6 projects that have not yet organized the selection of construction contractors); the land use revenue according to the assigned plan and estimate is still low. The reason is that the compensation and site clearance work of many projects is facing difficulties, the workload is large; the ability to balance and arrange resources is still difficult, not meeting the requirements. The way of organizing and implementing tasks of departments, branches, and investors is not drastic; the coordination is still not tight, there are phenomena of avoidance, fear of mistakes, fear of responsibility in the work of site clearance, organizing and implementing projects.
