Government members work with 3 provinces of Hai Duong, Lai Chau, Dien Bien

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the socio-economic development situation in the province in the first 9 months of 2024.

At the meeting, members of the working delegation summarized the situation of removing difficulties and obstacles, and recommendations of localities to contribute to promoting socio-economic growth, boosting production and business, public investment, import and export in the provinces of Hai Duong, Lai Chau, Dien Bien in September and the first 9 months of 2024. The People's Committees of Dien Bien, Lai Chau, and Hai Duong provinces briefly reported on the situation of production and business, infrastructure investment, and import and export in the province in the first 9 months of 2024.

Reporting to the working delegation, Chairman of the Provincial People's Committee Le Thanh Do said: GRDP in the first 9 months of 2024 of Dien Bien province is estimated to increase by 10.46%. Especially in the field of culture, sports and tourism, the number of visitors to Dien Bien increased sharply compared to the same period last year, total revenue from tourism reached 2,798 billion VND, an increase of 2.02 times compared to the same period in 2023. Implementing the public investment plan, by September 30, the province had disbursed 57.57% of the plan. The work of improving the investment and business environment and attracting investment continued to change in a positive direction. Currently, there are 215 projects approved for investment with a registered capital of 50,974 billion VND.

Dien Bien province recommends that the Ministry of Natural Resources and Environment promptly publicize information on violations and remedies of the Land Law on the Ministry's electronic information portal; promptly issue instructions for the appraisal and approval of the 5-year Land Use Plan (2021 - 2025) of Dien Bien province according to regulations.

At the working session, representatives of central ministries and branches answered and clarified recommendations and proposals from localities according to their authority on the following contents: Regulations on seedlings and livestock breeds for implementing production development support projects under national target programs; expanding beneficiaries (newly escaped poverty households) under the national target program on poverty reduction in ethnic minority areas; adjusting and increasing the level of production support; guiding the form of selecting investors for power projects.

Concluding the working session, Comrade Do Duc Duy, Minister of Natural Resources and Environment, highly appreciated the socio-economic development results in the first 9 months of 2024 of the three provinces of Hai Duong, Dien Bien, and Lai Chau, which have all reached and exceeded the national average. However, the progress of disbursement of public investment capital in the provinces is still low. In the coming time, the three provinces are requested to absorb the opinions that have been answered and clarified by the ministries and branches at today's working session, especially the opinions related to the land sector, for immediate implementation. For opinions that have not been satisfactorily resolved, the localities shall send documents to the working delegation requesting the ministries and branches to respond. The relevant ministries and branches are requested to be responsible for responding to the localities within 1 week. The provinces of Dien Bien and Lai Chau urgently issue detailed regulations on the Land Law under the authority of the People's Council and People's Committee at the provincial level. There are solutions to complete the low and unachieved socio-economic targets and targets; Strive to disburse at least 95% of public investment capital in 2024; implement the Provincial Construction Planning Plan and land use plan; prepare for medium-term public investment in the period 2026 - 2030.
