
At the meeting, the leaders of the Provincial People's Committee reported an overview of the socio-economic development situation, ensuring national defense and security in the locality. Accordingly, economic growth continues to maintain a good level (GRDP in the first 6 months of the year was 8.75%, ranked 3rd/14 provinces in the Northern midlands and mountainous region, ranked 10th/63 provinces and cities); disbursement of public investment capital by August 31, 2024 reached 34.05% of the capital plan assigned by the Prime Minister. Administrative reform, improvement of the investment and business environment, and investment promotion have many positive changes. Continue to effectively implement social security policies, poverty reduction policies, and create livelihoods for people; health and education work are focused. National border sovereignty is firmly protected; security - politics, social order and safety in the area are ensured. Foreign affairs and international cooperation continue to be maintained, promoted and expanded.
Since the beginning of the year, Dien Bien province has been affected by many natural disasters causing great damage to people and property of the state and people, specifically: 12 people died, 11 people were injured; 1,591 houses were damaged; 2,313,199 hectares of agricultural and forestry production were damaged; 2,481 livestock and poultry died; 58,691 hectares of fish ponds were swept away by floods. Most of the national highways in the area were eroded and damaged; 99 district and commune roads were damaged. The whole province has 87 infrastructure works and projects damaged by floods. The total damage is estimated at 501 billion VND.
Dien Bien province proposed that the central government consider allocating a reserve budget to support the province with a total cost of about 700 billion VND to overcome the consequences of natural disasters. The National Assembly and the Government focus on prioritizing the allocation of sufficient resources from the central budget to support Dien Bien province in the public investment plan for the period 2026 - 2030 to complete inter-regional and connecting transport projects such as the Son La - Dien Bien - Tay Trang Border Gate Expressway project, ensuring completion by 2030. Consider and prioritize the early issuance of appropriate incentive policies to attract investment resources in potential and advantageous industries such as: Renewable energy (wind power, biomass power, hydropower); developing agricultural and forestry production (forestry, fruit trees, macadamia); developing tourism and services; investing in developing infrastructure of border gate areas, infrastructure serving logistics activities.

Concluding the working session, Senior Lieutenant General Tran Quang Phuong, Vice Chairman of the National Assembly, acknowledged and commended the socio-economic development results in the first 8 months of the year of Dien Bien province. At the same time, he highly appreciated the proactiveness, positivity and effectiveness in responding to and overcoming the consequences of storms No. 2 and No. 3. In the last months of the year, the Vice Chairman of the National Assembly requested Dien Bien province to focus on reviewing all socio-economic development, national defense - security and foreign affairs plans to have effective solutions and implementation plans; must successfully implement the resolutions in a practical direction, not chasing after achievements. In particular, focusing on accelerating the disbursement of public investment and national target programs; removing obstacles in site clearance; land allocation, forest allocation, and off-budget projects; Continue to promote administrative reform, remove bottlenecks in Project 06. The Provincial Party Committee continues to lead the political system well, best preparing for Party Congresses at all levels.
Regarding natural disaster prevention, Dien Bien province is requested to always be vigilant, proactive, not subjective, and negligent in natural disaster prevention and response, especially at vulnerable locations and irrigation dams. Continue to overcome the consequences of natural disasters, provide adequate food, medicine for people in disaster areas. Early investment in resettlement sites for people in vulnerable locations at risk of landslides in the province. Strengthen forecasting, proactively review and evaluate carefully, thereby having flexible handling plans, responding promptly according to the "4 on-site" motto. Regarding the recommendations and proposals of the province, the working group noted, synthesized and recommended to the National Assembly for comprehensive consideration and support for Dien Bien province.

On this occasion, the Military Bank (MBBank) supported Dien Bien province with 500 million VND to overcome natural disaster damage in 2024.
Previously, Vice Chairman of the National Assembly Tran Quang Phuong and the delegation offered incense and commemorated heroic martyrs at the Martyrs' Temple at Dien Bien Phu Battlefield and A1 Martyrs' Cemetery.
