The delegation inspected the actual operation of Gia Vien Pumping Station and the flood situation on Hoang Long River.
Accompanying him were comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; leaders of a number of provincial departments, branches and sectors; and leaders of relevant localities.
The delegation inspected the actual operation of Gia Vien Pumping Station and the flood situation on Hoang Long River. Leaders of Gia Vien District and the Provincial Irrigation Works Exploitation Company reported on the impact of floods on Hoang Long River on people's lives and agricultural production in the area. Accordingly, the flood on Hoang Long River is currently at alert level 3. By September 10, heavy rain and floods had affected 2,699 hectares of agricultural production area, 402 households were flooded, and 42 houses in Gia Hoa Commune were isolated. The Provincial Irrigation Works Exploitation Company directed the Gia Vien District branch to pump out water in the fields to restore production.
The Provincial Party Secretary and the delegation inspected the flooding situation in Chi Phong village, Truong Yen commune (Hoa Lu). Truong Yen commune leaders reported on the flooding situation in Chi Phong village and the proactive response work of the local government as well as the active dissemination to households about the flood situation on Hoang Long river so that households can improve their understanding and proactively take measures to respond when bad situations occur.
On behalf of the Inspection Team, the provincial leaders acknowledged the efforts and proactiveness in the spirit of "4 on-site" of the locality and units in responding to situations after storm No. 3.
At the same time, he emphasized that the flood situation in the North in general and Ninh Binh province in particular is very complicated, so local authorities and each person and family must proactively update news about weather developments on mass media and warnings from provincial authorities. Proactively deploy plans to respond promptly when situations occur, not to be passive, surprised, causing damage to people and property of the people as well as the State.
Localities closely coordinate with relevant sectors to strictly prohibit boats from anchoring on dike slopes, dike embankments, and constructions on riverbanks that affect the safety of dikes and power grids. Temporarily suspend the operation of ferry piers and river ferries until the flood recedes. Strictly prohibit vehicles with a load capacity of 9 tons or more from traveling on dike routes.
Proactively arrange forces and means in key vulnerable areas to be ready to promptly handle situations that arise when there are floods.
Continue to coordinate well in information work on media and broadcasting systems at all levels; strengthen information work on developments of storms, heavy rains, landslides, and flooding to authorities at all levels, owners of vehicles operating at sea and people to know and proactively prevent and respond.
* On the afternoon of September 10, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee inspected flood response work on the right dike of the Day River from Ninh Binh city to Kim Son district.
Also attending were leaders of the Department of Agriculture and Rural Development, Department of Transport, Provincial People's Committee Office, and Irrigation Works Exploitation Company Limited.
At Dong En Pumping Station and Do Muoi Wharf (Yen Khanh District), the Delegation listened to the leaders of the Department of Agriculture and Rural Development quickly report on the situation and response plan for floods on the Day River. Accordingly, as of 1:00 p.m. today (September 10), the water level on the Day River was 3.36m (0.14m below alert level 3).
Faced with that situation, the industry has coordinated with units and localities to strengthen propaganda to all classes of people; prohibit all activities of ferry piers in the district. At the same time, response plans are ready in case of rising water levels. In recent years, the right dike of the Day River through Yen Khanh district has been given attention and solid investment, so it basically meets the requirements of flood and storm prevention.
After the inspection, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee highly appreciated the flood prevention and response work of the sectors, authorities and people of Yen Khanh district. He requested to regularly monitor and update the water level on the river; strengthen the inspection, patrol, guard and protection of dikes; promptly inform all levels of authorities and people to proactively take preventive measures to ensure absolute safety for people and property.
Regarding the right dike of the Day River, the section through Hung Tien Commune, Kim Son District, at 10:00 a.m. on September 10, 2 more slides appeared, causing landslides on the dike slope on the field side. Section 1 is 20m long from Km68+665 to Km68+685, section 2 is 17m long from Km68+628 to Km68+645.
Faced with a very high risk of landslides, implementing the direction of the District People's Committee and the Hung Tien Commune People's Committee, the Steering Committee for Disaster Prevention and Search and Rescue of Sub-Zone II mobilized hundreds of people and machinery to promptly handle the incident. Up to now, the project has been supported by bamboo stakes and covered with tarpaulin to prevent erosion and landslides.
Recognizing and praising the urgent, positive and proactive spirit of the government and people of Kim Son district in responding to floods, the Standing Vice Chairman of the Provincial People's Committee requested the locality to continue to focus on speeding up progress, promptly overcoming landslide incidents, promptly encouraging and ensuring absolute safety for the response forces, not being subjective or negligent in the face of weather developments.
The delegation inspected Hamlet 9, Thuong Kiem Commune, Kim Son District, where 11 households are living outside the dike. To ensure safety when flood waters rise, the locality has disseminated information and raised awareness among all residents about the dangerous flood situation, arranged patrols and checkpoints at Hamlet 9's cultural house, and prepared a plan to evacuate people to a safe place.
Forecasting that the water level on the Day River may rise in the coming hours, the Standing Vice Chairman of the Provincial People's Committee requested departments, branches, sectors and localities to enhance their sense of responsibility; closely monitor water level developments; be ready to proactively develop plans to protect dikes and key vulnerable areas; arrange forces and means to support the evacuation and relocation of people from dangerous areas; organize rescue and relief work, and overcome consequences when natural disasters occur.
* On the afternoon of September 10, Comrade Nguyen Cao Son, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee inspected the response to floods in industrial parks and dykes in Gia Vien, Yen Mo and Yen Khanh districts.
At the industrial parks, Vice Chairman of the Provincial People's Committee Nguyen Cao Son inspected the operation of pumping stations: Gia Tran pumping station, Cung Soi pumping station (Gian Khau industrial park); Cong Kem pumping station, Cong Cai pumping station (Khanh Phu industrial park).
The leaders of the Provincial Industrial Park Management Board reported on the situation of flood response in the industrial parks. Accordingly, immediately during and after the storm, the task of flood prevention and control was urgently implemented by the Provincial Industrial Park Management Board. The Board directed the Industrial Park Infrastructure Development Company to preside over and coordinate with the People's Committees of Gia Vien District, Yen Khanh District, the Provincial Irrigation Works Exploitation Company, and Ninh Binh Power Company to effectively implement the plan to pump and drain floodwater for the industrial parks. Focus on draining buffer water on drainage canals for the industrial parks in conjunction with environmental protection, especially the quality of wastewater discharged into the Day River.
To ensure water drainage in Khanh Phu Industrial Park, the Provincial Irrigation Works Exploitation Company Limited is operating the Cong Kem Pumping Station with 8 machines, capacity of 1,000m3/h. For the Gian Khau Industrial Park area, there are currently 3 pumping stations in operation. Gia Tran Pumping Station is operating 5 machines with capacity of 3,700m3/h; Cung Soi Pumping Station is operating 3 machines with capacity of 3,700m3/h; Gia Tan Pumping Station is operating 5 machines with capacity of 4,000m3/h...
After the inspection, Vice Chairman of the Provincial People's Committee Nguyen Cao Son directed the Provincial Industrial Park Management Board to coordinate with relevant sectors and localities to proactively monitor the flood water level on the Day River, Hoang Long River, Hung Thi Station, Ben De Station to correctly assess the actual situation of rain and flood, thereby having a drainage plan suitable to the actual situation. The Irrigation Works Exploitation Company Limited urgently handled and reinforced the discharge tank of Gia Tran Pumping Station. Ensure 24/7 on-duty, closely monitor possible situations to promptly respond, not to let sudden, unexpected situations occur, causing damage to people and businesses.
In Gia Vien district, the delegation inspected the Dam Cut dyke, Hoa Tien embankment, Boi River bridge (Gia Hung commune), and Hoang Long river left dyke. Here, the Vice Chairman of the Provincial People's Committee requested the relevant agencies and local authorities to have plans to protect key points. Proactively update news on weather developments and floods on rivers, to proactively deploy timely response plans when bad situations occur. Absolutely ensure the safety of people's lives and property. For the Boi River overpass project, the investor and contractor are requested to develop plans to ensure safety for the project, and gather machinery and equipment to a safe place.
In Yen Mo district, the delegation inspected the relocation and ensured safety for households in Vuon Oi Residential Area (in Yen Lam commune) and Thanh Ho Residential Area (Yen Thai commune). Vuon Oi Residential Area is a low-lying area along the Le canal, with a high risk of flooding, currently home to 40 households; and Thanh Ho Residential Area is also located on a riverbank with 5 households. In the face of the flood situation, the locality is mobilizing and relocating these households to a safe place.
Here, Vice Chairman of the Provincial People's Committee Nguyen Cao Son emphasized that the flood situation is very complicated, so the local government must urgently evacuate all people from the dangerous area, and at the same time must assign guards, place warning signs, and not let people pass through this area.
