At the Conference, reporting on the implementation of the goal of completing the national database (NDB) on land by June 2025, Minister of Agriculture and Environment Do Duc Duy said that the regulations on institutions, information systems and structure of the NDB on land have been clearly defined in the Land Law and guiding circulars of the Ministry of Agriculture and Environment.

To date, the model and application software of the National Land Database have been deployed in 63 provinces and cities nationwide. Of these, 32 localities have deployed a synchronous and unified data structure linked to the database of the Ministry of Agriculture and Environment, focusing on three main subsystems: building spatial and attribute data; applying database management and operation; and exploiting data. The remaining provinces have been operating, but have not yet achieved complete synchronization.
Regarding the results of building the land database, currently, 484/696 district-level units (after merging some district-level units in 2024) have completed the digitization of cadastral data, with nearly 50 million land plots put into operation. These land plots have actively supported the state management of land and the settlement of administrative procedures for people and businesses. In particular, 63/63 provinces and cities have connected and shared the national land database with the national population database, creating a solid data foundation for management. Of these, 462/705 district-level units have participated in sharing land data.
To date, 19/63 provinces and cities have used land data in resolving administrative procedures on residence through the online public services of the Ministry of Public Security. 49/63 provinces and cities have also connected and interconnected the Land Registration Office and the Tax Office, helping to determine financial obligations on land quickly and accurately. Although not yet fully covering the whole country, the results achieved are very important in land management and supporting people and businesses. Localities such as Dong Nai, Binh Duong, Ho Chi Minh City and Khanh Hoa have achieved many impressive results in deploying and using the land database.
However, Minister Do Duc Duy also said that there are still some localities, especially poor and mountainous provinces, where implementation is slow.
According to the Minister, the main reason is the lack of resources to digitize and build, operate and use land databases. In addition, land records and documents in localities are formed through many stages, causing inconsistent information and difficulties in building a complete and accurate database.
Implementing the Prime Minister's Conclusion on the activities of the National Committee on Digital Transformation and Project 06 in 2024, Minister Do Duc Duy said that the Ministry of Agriculture and Environment and localities will focus on completing the national database on land by June 2025.
The authorities will synchronize land data with the Ministry of Agriculture and Environment, clean data and connect with the national population database, supporting the settlement of administrative procedures between notary offices, land registration offices and tax offices.
The Ministry of Agriculture and Environment will continue to accelerate the measurement and registration of cadastral databases for the remaining 212 districts, update the statistical database and land inventory for the 2024 inventory period, and build planning data systems, land use plans, and land prices for district-level units.
The Ministry of Agriculture and Environment proposed that localities need to complete and clean up existing land data. At the same time, speed up the progress of measuring and registering the remaining land database.
"The Government will consider providing financial support to localities facing difficulties, especially poor and mountainous districts, so that they can complete this task. In particular, financial policies on information exploitation will be studied to create resources to maintain, operate and effectively exploit the national land information system..." - said the Minister of Agriculture and Environment.
