This afternoon, December 27, the Ministry of Agriculture and Rural Development held a national online conference to review the work in 2024 and deploy the plan for 2025. Prime Minister Pham Minh Chinh attended and directed the conference.

In 2024, the agricultural sector will maintain high growth momentum, develop comprehensively, and achieve and exceed most of the main targets. Continue to affirm its important position and be the pillar of the economy, firmly ensure food security, major balances of the economy, and contribute to stabilizing the macro economy and controlling inflation.

The GDP growth of the whole industry is estimated at about 3.3%. The output and productivity of many key products increased quite high, typically: rice reached nearly 43.7 million tons, with a yield of 61.4 quintals/ha; fresh meat of all kinds reached 8.1 million tons; aquatic products reached 9.6 million tons; and exploited wood reached nearly 22.9 million m3 .

Total export turnover of agricultural, forestry and fishery products and trade surplus increased to record highs of 62.5 billion USD, up 18.7% and 17.9 billion USD, up 46.8% respectively (accounting for about 71.6% of the country's surplus).

Of which, there were 7 goods and groups of exported goods worth over 3 billion USD, including: wood and wood products, vegetables, rice, coffee, cashew nuts, shrimp, rubber. The agricultural, forestry and fishery processing industry developed in the direction of deep processing and high value. Management and safety assurance of reservoirs and irrigation works were improved; public investment capital was strictly and effectively managed. Major strategies, plans, programs and projects were organized and implemented effectively.

New rural construction and production organization innovation continue to be deployed and implemented in a practical, effective and in-depth manner. By the end of 2024, about 78.7% of communes nationwide will meet new rural standards; of which 2,225 communes will meet advanced NTM standards and 532 communes will meet model NTM standards. There are 302 district-level units and 5 provinces that meet NTM standards. There have been more than 14,600 OCOP products with 3 stars or higher, with more than 8,000 participating entities.

In 2025, the Ministry of Agriculture and Rural Development set a target of GDP growth rate of the whole sector from 3.4 - 3.5%. Export turnover of agricultural, forestry and fishery products is 64 - 65 billion USD. Strive for the rate of communes meeting NTM standards to be over 80%; 325 district-level units to meet standards/complete the task of building NTM; the rate of communes meeting environmental and food safety criteria is 82%. The rate of rural households using clean water according to standards is 60%. The forest coverage rate is stable at 42.02%, improving forest quality.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: 2025 is identified as the year of acceleration and breakthrough, so the Ministry of Agriculture and Rural Development is required to raise the GDP growth rate of the whole sector to 3.5 - 4%.

Continue to do a good job of planning, building strategies, removing "bottlenecks" and bottlenecks in mechanisms and policies. Promote the development of science and technology, digital transformation to serve the development of green economy, circular economy. Improve the quality and efficiency of irrigation and natural disaster prevention; production solutions to adapt to climate change.

Focus on implementing the sustainable development project of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030. Strengthen the development of high-tech agriculture; develop agricultural and rural tourism.

Strengthen trade promotion, search for markets, especially new markets with great potential. Focus on developing the marine economy; resolutely remove the IUU “yellow card” in 2025. At the same time, urgently complete the restructuring of the apparatus on schedule to avoid omissions and overlapping of functions and tasks.
