Ministry of Home Affairs guides the arrangement and assignment of staff when streamlining the organizational apparatus

The Ministry of Home Affairs has issued guidelines on the orientation of developing plans for the arrangement and assignment of cadres and civil servants when implementing the arrangement of the administrative apparatus.

The guiding document of the Ministry of Home Affairs clearly states the principles for developing plans for arranging and assigning cadres, civil servants, public employees and people working under labor contracts when arranging the administrative apparatus.
5 principles of plan building
- Ensure the comprehensive leadership of Party committees and Party organizations in arranging and assigning cadres in accordance with Party regulations and the law. Civil servants and public employees (hereinafter referred to as cadres - PV) must strictly comply with the assignment of the organization and the decision of the competent authority. Heads of Party committees, agencies, organizations and localities must be responsible for arranging and assigning cadres within their management scope, ensuring the set goals according to the requirements of the Central Committee. - The arrangement and assignment of cadres must be carried out seriously, cautiously, scientifically and strictly; ensuring democracy, publicity, transparency, with specific principles and criteria, suitable to the practical situation of the cadre team and the requirements of each ministry, branch and locality. In particular, attention should be paid to arranging and using cadres with outstanding capacity, responsibility, dedication to work, meeting the requirements of tasks in the new situation. - Linking the arrangement and assignment of personnel with streamlining the payroll and restructuring the staff of each agency, organization and unit. Conducting a review and assessment of the quality of the staff based on the requirements of the job positions at the new agency, organization and unit to carry out the arrangement and assignment of personnel, streamlining the payroll and restructuring the staff. - The selection, arrangement and assignment of leaders and managers must be based on their capacity, strengths, prestige, work experience, and specific work product results in accordance with the functions and tasks of the new organization, especially for the head. At the same time, it is necessary to ensure the title standards according to the regulations of the Party and the law, linked to the structure and planning of the Party Committee to prepare well for the personnel work of the Party Congresses at all levels towards the 14th National Congress of the Party. - Pay attention to, fully and promptly implement the regimes and policies for cadres according to the regulations of the Government and the regulations of ministries, branches and localities. Ensure that after 5 years, the arrangement of redundant staff must be completed and the management and use of staff must be implemented according to the general requirements of the Politburo at the newly established agencies, organizations and units after the arrangement (from the date the competent authority approves the project).
Arrangement orientations
The Ministry of Home Affairs' guidelines also outline specific arrangements. For positions under the management of the Politburo and the Secretariat, the Politburo and the Secretariat will consider and decide according to their authority.
With titles managed by Party committees, Party organizations, leaders, agencies, units, and localities according to decentralization, Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities, and agencies, organizations, and units that are merged or consolidated proactively develop plans for staff arrangement and assignment. This ensures the principles in staff work and the purposes, requirements, and principles in staff arrangement and assignment and follows the following orientations: With the heads of agencies, organizations, and units Based on practical conditions and standards, staff capacity, the collective leadership of the Ministry, industry, and locality decides to select a head who meets the requirements and tasks of the new agency, organization, or unit after the arrangement. The selected personnel may be inside or outside the agencies, organizations, and units that are merged or consolidated into that new unit. In case the head of the agency, organization or unit implementing the arrangement does not continue to be the head, he/she will be arranged and assigned to the next lower position and enjoy the policy according to the Government's regulations on the arrangement of the organizational apparatus. Regarding the deputy of the head Based on the actual number of deputies of the head of the agency, organization or unit implementing the merger or consolidation, the collective leadership of the Ministry, branch or locality shall decide to arrange the deputy of the head of the new agency, organization or unit after the arrangement or arrange to another agency, organization or unit according to the requirements of the tasks and capacity of the staff. In the immediate future, the number of deputies of the head of the agency, organization or unit formed after the arrangement may be higher than the regulations, but the ministry, branch or locality must develop a plan to reduce the number of deputies according to general regulations within 5 years (from the date the competent authority approves the project). For civil servants and public employees who do not hold leadership or management positions, ministries, branches and localities, based on their functions, tasks and organizational structure formed after the reorganization, propose a plan to arrange and assign cadres suitable for their current tasks before the merger or consolidation. In case there is no longer a task, they can be assigned to another agency, organization or unit suitable for the expertise and profession of the civil servant or public employee or resolve policies and regimes according to the Government's regulations. In the immediate future, the maximum number of staff of the new agency, organization or unit must not exceed the total number of staff currently present before the merger or consolidation, but ministries, branches and localities must develop a plan to reduce staff, implemented according to the general regulations of the Politburo within 5 years (from the date the competent authority approves the project). After implementing the organizational structure arrangement, ministries, branches and localities have plans to train, foster and improve the professional qualifications of the staff to meet the requirements of the political tasks of the agencies, organizations and units in the new situation. Review and streamline the payroll for cases that do not meet the requirements of the tasks and lack a sense of responsibility.
Timely resolve policies and regimes with staff
The Ministry of Home Affairs clearly stated the requirement to closely follow the policies and directions of the Central Committee, the Politburo, the Central Steering Committee, the Government and the Prime Minister on streamlining the apparatus in conjunction with restructuring the staff. Ensure that the arrangement does not affect the implementation of political tasks according to the functions and tasks of the agencies, organizations and units. Improve the efficiency and effectiveness of the operations of new agencies, organizations and units, especially tasks related to serving the people and businesses. Along with that, do a good job of propaganda, create consensus and unity among the staff when carrying out the arrangement.
