On the afternoon of December 1, Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, said that the Ministry will request schools related to Mr. Nguyen Truong Hai (HCMC) using a fake doctorate degree to teach at many universities to report and explain.
Schools are responsible for the legality of lecturers' degrees and records. When recruiting lecturers and researchers, schools are responsible for checking and verifying relevant information.

There are currently many tools to check information and verify diplomas. If the diploma is issued by a foreign country, it must be sent to the Ministry of Education and Training's accreditation agency for recognition. It is the school's fault if cases of fake diplomas are allowed to pass. When schools provide information about data, stamped lists of lecturers, and confirm that they have labor contracts and insurance, the schools must take responsibility.
On November 27, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) said that according to regulations, the verification of diplomas and certificates is the responsibility of the diploma-granting agency and the agency using the diploma, the Ministry of Education and Training is not responsible for this.
Regarding lecturer Nguyen Truong Hai using a fake doctorate degree to try out for a position at the Faculty of Information Technology, Vietnam College of Industry and Trade, Mr. Chuong said that the Ministry of Education and Training has delegated authority to schools and educational institutions, so when discovering fake diplomas or certificates, it is necessary to report to the police for handling according to the provisions of the law and the level of violation.
With the current level of information technology, it does not take too much time for units to verify and authenticate a domestically issued diploma or certificate.
The Director emphasized that educational institutions need to publicize all diplomas and certificates issued according to regulations to facilitate the search of relevant parties and social supervision. This is stipulated by the Ministry of Education and Training in the circular on the management of diplomas and certificates. "In the coming time, the Department of Quality Management will advise on the inspection and strict supervision of the issuance of diplomas and certificates of educational institutions," said Mr. Chuong.
At the end of November, public opinion was stirred up about a lecturer who was on probation for the position of head of the Information Technology Department (Vietnam College of Industry and Trade) using a fake doctorate degree.
When submitting the application, this person provided the school with a doctorate degree under the name Nguyen Truong Hai (born August 13, 1981), majoring in computer science, awarded in 2021 with the degree number QH: 22086798528xx, issued by Ho Chi Minh City University of Science.
However, verification results show that the information on this diploma does not match the stored data.
In addition to the Vietnam College of Industry and Trade, at least 7 universities in Ho Chi Minh City have confirmed that Mr. Nguyen Truong Hai used fake master's and doctoral degrees to apply for jobs and teach from 2016 to present.
