On the morning of October 10, the Ho Chi Minh City Party Executive Committee held its 23rd (expanded) conference to discuss and evaluate the economic situation in the first 9 months of the year, public investment, strengthening the social security system, administrative reform, digital transformation, etc.
Need flexibility in operation
Concluding the conference, Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that completing the tasks in the last 3 months of the year is a huge challenge. He also agreed with the 12 groups of tasks and solutions proposed by the Party Committee of the Ho Chi Minh City People's Committee, while noting the need for flexibility in management and focusing on urgent tasks.
The Secretary of Ho Chi Minh City paid special attention to the disbursement of public investment capital because this is the field that stimulates aggregate demand and supports growth, not just the usual public investment disbursement. In particular, it is necessary to focus on land acquisition, compensation, and resettlement support to have a site for public investment implementation.
Tang Long Bridge project is unfinished because site clearance has not been completed.
"There are many places that do very well. With specific and clear direction, leadership, and supervision, those places will bring results. Of course, we cannot compare one place to another because of conditions and many objective reasons, so it is difficult to make an accurate comparison. But it is the same thing, if one place can do it but another cannot, we have to look at ourselves," said Mr. Nguyen Van Nen.
In 2023, Ho Chi Minh City has more projects and disbursement volume than last year with a total value of nearly 68,500 billion VND. The Secretary of Ho Chi Minh City commented that most of the projects implemented in 2023 are old projects, but poor preparation is the reason why the disbursement rate is not as expected.
He also shared that the work that needs to be done, from leadership, direction, operation, inspection, urging, and strengthening, the Ho Chi Minh City Party Committee has done. In addition, the Ho Chi Minh City People's Committee has provided a specific list of each project in each locality regarding the disbursement situation for the Ho Chi Minh City Party Committee to check, consider, and promote in the remaining 3 months.
"There are many reasons for slow talk, but the remaining problem is how to solve it," Secretary Nguyen Van Nen added, and the specialized conference on public investment of the Standing Committee of the Ho Chi Minh City Party Committee scheduled to be held in October 2023 will resolve, clarify and handle responsibilities.

Listing a number of other key tasks in the last 3 months of the year, the head of Ho Chi Minh City proposed continuing to support businesses in the spirit of jointly overcoming difficulties, helping businesses quickly access credit packages, tax policies, and land use fees.
At the same time, it is necessary to focus on removing bottlenecks in real estate and construction procedures, speeding up the granting of certificates to stuck projects, and removing procedural obstacles for old apartment renovation projects.
In particular, Secretary Nguyen Van Nen requested to continue institutionalizing and concretizing specific policy mechanisms according to Resolution 98/2023 of the National Assembly, quickly implementing pilot programs and projects, especially the 12 resolutions approved by the Ho Chi Minh City People's Council at the thematic session in September 2023.

Through discussions at the conference, Mr. Nguyen Van Nen assessed the opinions to clarify the shortcomings, troubles, and inconveniences in the relationship of coordination and responsibility.
The first is the legal procedures prescribed for the needs of solving the work of the people and businesses. The second is the relationship between civil servants and the time responsibilities assigned to each position. The third is the general authority and specific responsibilities of individuals that have created a gap for delay, avoidance, and shirking in a very clever and public manner.
Fourth is the authority between Ho Chi Minh City and the authority of central ministries. Fifth is the relationship between departments, departments and districts, ministries and ministries. "These are issues that contribute to delays, roundaboutness, loss of time, loss of opportunities, inconvenience and loss of trust," the Secretary of Ho Chi Minh City commented and suggested the need for stronger and more synchronous administrative reforms.
Mr. Nguyen Van Nen also shared that there are procedures that seem simple and specific, but even those with the highest responsibility in Ho Chi Minh City cannot do it faster. Therefore, it is necessary to continue researching feasible measures and propose solutions according to the pilot mechanism that Ho Chi Minh City is allowed to do.
While waiting for that mechanism, the Secretary of Ho Chi Minh City requested that Party committees and leaders enhance their responsibilities and "do right and well" the assigned duties and tasks. Places that do well will be praised and highly appreciated, while places that do not do or do not do well due to subjective reasons will be strictly handled.
