(NLDO) - The Xuyen Tam canal project has arisen criteria for being a national key project when the compensation price increased by more than 7,565 billion VND.
The project of dredging, improving the environment, and building infrastructure of Xuyen Tam canal (from Nhieu Loc canal to Vam Thuat river, through Binh Thanh and Go Vap districts) was decided by the People's Council of Ho Chi Minh City in Resolution No. 64/2022 and the Chairman of the People's Committee of Ho Chi Minh City in Decision 4584/2023 with a total investment of more than VND 9,664 billion (Group A project).
The project has great social significance in drainage, flood prevention, canal pollution treatment, environmental improvement, technical infrastructure completion, and traffic connection to serve and improve people's lives.
At the same time, this is a project to celebrate the 50th anniversary of the liberation of the South, national reunification and the 12th Congress of the City Party Committee.
During project implementation, the total investment will change due to the promulgation of new policies and laws, especially the 2024 Land Law.
This leads to increased costs of compensation, site clearance, support, and resettlement; increasing the total investment of the project.
By September 2024, the Ho Chi Minh City People's Council issued Resolution 79/2024 adjusting the project investment policy, adjusting the total project investment to VND 17,229 billion (an increase of VND 7,565 billion).
Pursuant to the 2019 Law on Public Investment and Decree No. 29/2021, the Chairman of the Ho Chi Minh City People's Committee proposed that the Prime Minister consider and direct the reporting to the National Assembly at the year-end session on the project implementation status.
Article 7 (criteria for classifying important national projects) of the 2019 Law on Public Investment stipulates that important national projects are independent investment projects or closely linked clusters of works with criteria for using public investment capital of VND 10,000 billion or more.
Article 104 of Decree 29/2021 stipulates that the investment decision maker shall report to the Prime Minister for consideration and direct a report to the National Assembly at the year-end session on the project implementation status, including the emergence of important national projects.
