Resolutely disburse public investment

The determination to achieve a GRDP growth rate of 9.5 - 10% in 2025 was set in the context of Quang Nam facing many challenges and opportunities. This is a period of acceleration and breakthrough, both completing the goals of the 5-year socio -economic development plan and creating a premise for a long-term strategy.

Speaking at the conference to deploy the socio-economic development plan and work program for 2025 last weekend, Chairman of the Provincial People's Committee Le Van Dung emphasized that Quang Nam aims for double-digit growth, requiring strong determination, specific, effective and drastic actions.

Each unit and locality must become a pioneering nucleus, awakening the potential to bring the province steadily forward, entering a new era - the era of striving.

Identifying public investment as the main driving force, leading social investment sources, 13 projects that are behind schedule or have stopped implementation were "named", and investors were asked to explain.

Reporting on the progress of the incinerator in Cam Ha commune (Hoi An city), the leader of Hoi An city People's Committee said that the project started construction and then put into trial operation 3 times in 2016 and 2017 but all failed to reach the designed capacity (90 tons/day and night). Due to not reaching the capacity, the project could not be accepted and settled and encountered problems.

By 2020, the locality had completed the documents but could not contact the construction unit because the unit was losing money and went bankrupt. In the near future, the city will have a specific report to completely resolve the problem.

Hoi An City leaders also proposed that the province support in solving some difficulties related to Thanh Ha Industrial Cluster, support means to supply food to the people of Cu Lao Cham in complicated and prolonged weather conditions; request the policy of using sand dredged from Co Co River to prevent coastal erosion...

Asked to report on the progress of Tam Giang bridge, Mr. Le Van Sinh - Chairman of Nui Thanh District People's Committee said that the site clearance work has been completed, the construction unit started in October but due to continuous rain, there is only about 10m left to deal with the weak ground, and the depth has not been completed.

The district People's Committee has invited the construction unit to continue the implementation, expected to be completed in the second quarter of 2025. As for the Tam Tien bridge project and the access road, the locality is actively coordinating to remove obstacles in site clearance.

Mr. Nguyen Duy An - Chairman of Tam Ky City People's Committee informed that in 2024, Tam Ky City will suffer a significant revenue shortfall related to revenue from land exploitation. Some urgent local projects have not been able to balance the source, so he requested the Provincial People's Committee to pay attention and support.

“Tam Ky commits to fully arranging resettlement to implement the projects. In the coming time, the city will focus on the key task of promoting public investment, and together with the province, implement major projects in 2025,” said Mr. An.

Focus on investment promotion

In 2025, Quang Nam will continue to build an effective mechanism to selectively attract foreign investment, focusing on promoting and attracting large-scale, high-tech FDI projects. At the same time, promptly grasp and handle difficulties and problems of FDI enterprises, especially administrative procedures to speed up the progress of projects in the province.

Chairman of the Provincial People's Committee Le Van Dung said that Quang Nam is determined to increase investment attraction in new industries and fields, high technology such as investment in airports, seaports, semiconductor chips, artificial intelligence... At the same time, reviewing and removing difficulties for key projects has been carried out since the beginning of the year.

To make the economic growth target feasible, 11 specific solutions were requested by Chairman of the Provincial People's Committee Le Van Dung to be resolutely implemented immediately.

“To have a double-digit economic growth, we must truly accompany businesses and have specific, practical solutions as we have done in the past. Many businesses were on the brink of bankruptcy, but we only need to adjust the appropriate mechanism to help businesses revive, including cooperatives.

What needs to be done is to focus on site clearance, complete unfinished projects, promote licensing of exploitation of common construction materials to eliminate scarcity, and be more drastic and stronger in implementing national target programs.

We need determination and high responsibility from all levels, especially leaders. This is a heavy task but also an opportunity to create an important turning point in the socio-economic development of the province" - Chairman of the Provincial People's Committee Le Van Dung emphasized.

Praising the determination and strong spirit in the direction and management of the Provincial People's Committee, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said that in 2024, Quang Nam had gone through many very difficult times and had shown remarkable efforts in the final stage of the year.

“We have drawn many valuable lessons to take note of and do better in the coming period. We must not be pessimistic in the face of difficulties, but we must not be satisfied with what has been achieved. All levels of sectors from the province to the grassroots need to determine the spirit of “5 clear”, set out requirements for breakthroughs, and not stay in the same place.

An important task is to continue focusing on streamlining the organizational structure, considering many different perspectives, urgently completing operating regulations, and reviewing, assigning, and arranging work reasonably, avoiding overlap, and minimizing intermediaries.

Absolutely do not let weak and irresponsible cadres take up important positions. In the coming time, I request the Party Committee of the Provincial People's Committee to report in detail on projects, especially solutions to remove obstacles for projects facing difficulties. According to the direction of the General Secretary , all wasteful projects must have specific responsible people" - Provincial Party Secretary Luong Nguyen Minh Triet emphasized.

The Provincial Party Secretary also noted that the Provincial People's Committee should continue to direct the promotion of digital transformation and administrative reform, considering this a breakthrough of breakthroughs, especially focusing on the effective implementation of Project 06. At the same time, organize the thoughtful, quality, and economical implementation of major events and holidays during the year; focus on directing and successfully organizing party congresses at all levels with the highest sense of responsibility.
