The delegation included comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee; Nguyen Dinh Hung - Member of the Provincial Party Executive Committee, Chief of the Provincial Party Office; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Director of the Department of Transport; representatives of the departments: Planning and Investment, Finance, Natural Resources and Environment, Construction, Health and leaders of localities where projects are implemented.
Provincial Party Secretary Thai Thanh Quy and the delegation inspected the progress of the Vinh - Cua Lo road project (phase 2). This is a road with a total length of 10.832km passing through 3 localities: Vinh city, Nghi Loc district and Cua Lo town.
When completed, this route will become a very important main traffic axis of the expanded Vinh city in the near future when merging Cua Lo town and 4 communes of Nghi Loc district: Nghi Xuan, Nghi Phong, Nghi Thai and Phuc Tho.
The project is assigned a medium-term public investment plan for the period 2021 - 2025 of 1,415 billion VND; of which the total capital allocated to date is 1,135 billion VND, disbursed 792 billion VND, reaching 70%.
At Nghi Phong crossroads, Nghi Phong commune, Nghi Loc district, Provincial Party Secretary Thai Thanh Quy and the working delegation listened to a report on the project's progress.
Accordingly, the entire route will complete the asphalt concrete paving project before May 30, 2024; the sidewalk project, traffic safety system, and Canal No. 1 bridge will be completed before June 30, 2024. After that, the project will be completed and put into operation in July 2024.
Currently, the project's problems are the cracking of 471 houses due to construction and the sidewalk of 1 household. In addition, for the project of renovating the Tren canal in Nghi Duc commune, Vinh city, the city People's Committee is currently finalizing the compensation plan for approval. According to the investor's report, support has been paid to 119/471 households whose houses are cracked and will continue to be assessed in the coming time.
Speaking at the scene, Provincial Party Secretary Thai Thanh Quy requested the investor, the Department of Transport, and contractors to focus on implementing the project and putting it into operation as committed. The province must allocate sufficient resources to complete the project.
For the Party committees and authorities of relevant localities, it is necessary to closely monitor and grasp the basis of affected households to propagate the meaning and importance of the key project, and at the same time grasp the difficulties to handle them promptly, not allowing the situation to hinder the construction.
Next, the Provincial Party Secretary and the working delegation inspected the progress of the coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76 with a total length of 64.47km, with a total investment of VND 4,651 billion, to be implemented from February 2022 with the scale of a level 3 delta road.
The entire project has 8 bridges, including 5 large bridges: Hoang Mai Bridge 514m long, Lach Quen Bridge 642m long; Cua Thoi Bridge 887m long, Lach Van Bridge 755m long, Nghi Quang Bridge 410m long and 3 small bridges: Tan Long Bridge, Kenh Nha Le Bridge, Nghi Tan Bridge.
Up to now, the capital allocated for the project is 3,775 billion VND; the cumulative disbursement is 2,918 billion VND, reaching 78%. Localities have handed over 56.96 km/59.91 km of land, reaching 95%; there are still 2.95 km/134 households (including: 122 households with unapproved residential land, 12 households with approved residential land but have not received money for handing over the land).
In the coming time, if the entire site is handed over before May 10, 2024, the roadbed will be completed before August 30, 2024; the foundation and road surface of the sections without weak soil treatment (54.8 km) will be completed before October 30, 2024; and the foundation, road surface and traffic safety system of the sections with weak soil treatment (1.2 km) will be completed before December 31, 2024.
Tan Long, Kenh Nha Le, Lach Van, Nghi Quang bridges will be completed in April 2024; Hoang Mai bridge: Completed in May 2024. Lach Quen, Cua Thoi, Nghi Tan bridges: Completed in October 2024.
Directly inspecting the route through Nghi Loc and Dien Chau districts and at Nghi Quang bridge (Nghi Quang commune, Nghi Loc district), Lach Van bridge (Dien Thanh commune, Dien Chau district), Provincial Party Secretary Thai Thanh Quy directly listened to reports on project progress and difficulties; at the same time, discussed and requested contractors to focus on machinery, equipment, and human resources to speed up the project's construction.
On the morning of April 4, the working delegation of the Provincial Party Secretary inspected the site clearance work for the National Highway 7 renovation and upgrading project and directly listened to the report at My Thanh point, Yen Thanh district.
This project is invested by Project Management Board 4, Ministry of Transport; the project is divided into 3 packages with a total value of nearly 779 billion VND. Currently, the construction value has reached 498/712 billion VND (excluding contingency costs), reaching 69.86%.
According to the investor, up to now, the locality has handed over about 48.253km/55.212km of land (87.46%) including both left and right routes. However, the progress of handing over the remaining land that the districts committed to is still slow, affecting the progress of project completion.
Provincial Party Secretary Thai Thanh Quy and the delegation went along the entire route to inspect the progress of the project. The road connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) is over 21km long, passing through the communes of Hoa Son, Thinh Son, Bai Son, Giang Son Dong (Do Luong district); Minh Thanh, Thinh Thanh communes (Yen Thanh district) and Ky Tan commune (Tan Ky district) with a total investment of over 684 billion VND.
Currently, this route has been opened, the construction value has reached 92% according to the contract. The total disbursement to date is 598 billion VND, reaching 88%.
In the coming time, the project will complete the entire asphalt concrete pavement, the National Highway 48E intersection, the Ho Chi Minh Road intersection, and the lighting system and traffic control signals before May 31; to complete the handover of the project for operation in June 2024.
When completed, the route connecting to the existing N5 route will shorten the travel time from Tan Ky to Vinh City by nearly 30 minutes and open up many development opportunities for localities along the route.
Currently, the capital allocated for the project is 674 billion VND. To ensure the completion of the project, the investor proposes to allocate the remaining capital plan in 2024 to be more than 65 billion VND.
After inspecting the site and listening to the progress report, the Provincial Party Secretary acknowledged the efforts of the investor and contractors; and listened to recommendations, especially the recommendation on the bridge connecting to National Highway 48E.
Late in the morning, Provincial Party Secretary Thai Thanh Quy and the working delegation inspected the progress of the Nghe An Oncology Hospital Construction Project (phase 2).
This is a Group A project, a civil construction project, a level 1 main project with a scale of 1,000 hospital beds. The total investment of the project is 1,259 billion VND; the total capital plan allocated from 2021 to present is 661.5 billion VND.
In January 2024, the investor organized and coordinated with relevant units to speed up the construction progress. Currently, the construction site has 12 construction and equipment contractors coordinating their expertise, avoiding technical overlap, while speeding up the construction progress. It is expected that imported equipment will arrive at the construction site from June to September and be installed. By the end of 2024, the project will basically complete all items, and be handed over to the public in early 2025.
After checking, listening to the progress report and recommendations of the investor, the Provincial Party Secretary acknowledged the progress of the project; thereby requesting the investor and contractors to continue promoting the achieved results, participating with high determination to complete the project by 2025, ensuring quality and aesthetics; associated with medical equipment and machinery to serve patients in the province and neighboring provinces, reducing costs for patients.
On the same afternoon, Provincial Party Secretary Thai Thanh Quy will chair a meeting with leaders of the Provincial People's Committee, relevant departments, branches and localities to listen to and resolve difficulties, obstacles and recommendations.
