Ensuring a unified and effective local military model

(NLDO) - General Phan Van Giang requested research to ensure the operation of the new local military model is unified and effective.

On March 22, in Hanoi, the Central Military Commission's Standing Committee held a conference to review and comment on the draft Project on "lean, compact, and strong" local military organization to meet mission requirements in the new situation (Project). General Phan Van Giang, Minister of National Defense, chaired the conference.

At the conference, delegates discussed and commented on the draft Project; focusing on proposing plans for organization and staffing, defining specific functions and tasks for each level of the local military bloc and the organization and staffing of the provincial Border Guard force. In addition, delegates also focused on clearly analyzing the advantages and difficulties of each plan; expressing their views on the issues of organization, staffing, functions and tasks for the new local military organization model and issues on guidelines, policies and laws directly related to the construction and implementation of tasks of the local military system...

At the Conference, General Phan Van Giang acknowledged and commended the General Staff of the Vietnam People's Army (VPA) and relevant agencies for promoting a high sense of responsibility, seriously implementing instructions from all levels, proactively coordinating, and developing a draft Project to ensure progress and quality.

Based on the draft content and discussion opinions of the delegates, General Phan Van Giang requested the agency in charge of developing the Project to adjust the structure towards focusing on key issues, ensuring it is tight, concise, easy to follow, and avoiding duplication and spread.

General Phan Van Giang also noted some contents that need to be adjusted and supplemented to clarify the characteristics of each local military level and provincial Border Guard force.

The Minister of National Defense also requested the General Staff of the Vietnam People's Army and relevant agencies to continue reviewing the functions and tasks of the district military command to study, arrange, and transfer to the new force to ensure suitability, closeness to reality, and maximize effectiveness after abolishing the district-level military command model.

To ensure the progress and quality of the Project, General Phan Van Giang requested the General Staff of the Vietnam People's Army to add members from a number of sectors and fields to participate in the development and contribute ideas to maximize collective intelligence. In addition, continue to absorb, absorb, and add opinions from delegates at the conference to the draft Project, then complete and send the Project to request opinions from delegates according to regulations. During the process of sending for opinions, it is necessary to specifically suggest a number of key issues to ensure that the opinions are focused and of high quality.

Along with completing and submitting the Project for approval, the General Staff of the Vietnam People's Army needs to proactively coordinate with relevant agencies and units to prepare content and draft a Resolution of the Central Military Commission to lead the implementation of the Project; direct research agencies to adjust and supplement related contents, especially on the art of people's war, defense zone operations, and training document systems suitable for the new organization and staffing; research, propose, amend, and supplement the system of legal documents related to the military and defense fields to ensure the operation of the new local military model is smooth, unified, effective and efficient.
