On January 7, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in January, discussing seven draft laws and resolutions to be submitted to the National Assembly at the upcoming session in February.
At this meeting, the Government reviewed and gave opinions on: Draft Law on Government Organization (amended); Draft Law on Organization of Local Government (amended); Draft Resolution of the National Assembly on the establishment of a number of Ministries of the 15th Government, term 2021-2026; Draft Resolution of the National Assembly on the structure of the number of Government members for the 16th National Assembly; Draft Resolution of the National Assembly addressing issues arising in legal provisions related to the arrangement of the apparatus; Draft Law on Promulgation of Legal Documents (amended); Draft Law on Participation in United Nations Peacekeeping Forces.
In his opening remarks, Prime Minister Pham Minh Chinh emphasized that this is the first specialized law-making session of 2025.
The spirit emphasized by the Prime Minister is "open policies, smooth infrastructure, smart management" to unleash all social resources for investment and development, bringing the country forward in the new era.
According to the head of the Government, the 7 draft laws and resolutions discussed at the meeting are very important, related to the issue of organizational structure, implemented in the spirit of strong innovation, from top to bottom and bottom to top, "The Central Government sets an example, the localities respond", "running and lining up at the same time", not to interrupt work, the new organizational model must be better, more effective, people enjoy more of this achievement.
This is a difficult task with many complicated contents, so we must be very focused and urgently carry it out from now until the Central Conference and the National Assembly session to resolve problems related to the organization and operation of the apparatus, as required by the Government leaders.
The Prime Minister emphasized the need to innovate the thinking of building laws related to organizational apparatus with a realistic spirit, enhance the responsibility of implementation at all levels, avoid cumbersome procedures, and resolutely cut down all unnecessary procedures.
The goal he emphasized was to both manage in an open manner and unblock resources, increase decentralization, delegation of authority, and authorization, along with resource allocation, improve implementation capacity, and strengthen inspection, supervision, and control of power.
In particular, according to the Prime Minister, the powers of the Government and local authorities need to be concentrated in the Law on Government Organization and the Law on Local Government Organization, not scattered, fragmented, or dispersed in specialized laws.
The Prime Minister also emphasized the need to abandon the mindset of "if you can't manage, ban it; if you don't know, manage it"; assign the person who does the best job to that person; assign people and businesses that can do it or do it better to them; put what is banned into the law, and allow people and businesses to do what is not banned and have space for creativity and innovation.
Commenting on the current situation evolving very quickly, the Prime Minister said that the mindset of making laws must be quick, timely, and put into practice, not prolonged or cumbersome, and not to lose opportunities, trust, and resources.
The Prime Minister requested that Government members focus their minds and discuss issues that still have different opinions or are subject to change, especially those that are stuck, to ensure the progress and quality of the meeting.
