NGHE AN IS SHORT OF 5,700 TEACHERS
The Provincial Party Standing Committee listened to the results of implementing the tasks of education, training and vocational education in the 2022-2023 school year; and oriented tasks for the 2023-2024 school year.
Accordingly, in 2022, Nghe An Education and Training sector has successfully completed its tasks; was awarded the Emulation Flag by the Provincial People's Committee, the Ministry of Education and Training and the Government for being the leading unit and successfully completing the emulation criteria.
The results of national and international excellent students are always at the top of the country; At the end of the 2022-2023 school year, Nghe An had 3 students winning Gold Medals and 1 student winning Silver Medals at the International Olympiad; 9 students winning Silver Medals and 1 student winning Encouragement Prize at the 2023 TIMO International Math Olympiad.
At the 2023 National Excellent Student Competition, Nghe An had 87 students winning prizes (including 7 First prizes, 32 Second prizes, 30 Third prizes and 18 Consolation prizes, ranking 2nd in the country, after Hanoi city).
The results of mass education ranked 22nd out of 63 provinces and cities nationwide. Director of the Department of Education and Training of Nghe An, Thai Van Thanh, said that the sector strives to be in the top 15 nationwide.
Foreign affairs and international cooperation activities are of interest; thereby enhancing the educational position of the province. Nghe An has received undergraduate and postgraduate training for 100 cadres and students and completed Vietnamese language training for 111 Lao students in 2022.
The province also completed the procedures for receiving undergraduate and postgraduate training for 101 officials and students and training Vietnamese for 121 Lao students in 2023; it is the first locality approved by the Ministry of Education and Training (in Official Dispatch No. 5832/BGDĐT-GDTrH dated November 7, 2022) and is continuing to direct the implementation of the 2018 General Education Program for Lao students in schools in Nghe An province, organizing enrollment from the 2023-2024 school year.
The quality and activities of vocational education and higher education have achieved many positive results. Currently, the province has 34 vocational education institutions, including 3 high-quality schools, 16 schools with key occupations at international, ASEAN and national levels; there are 19 vocational education and continuing education centers. There are currently 6 universities in the province.
At the meeting, the Party Committee of the Provincial People's Committee proposed a number of contents related to the building of the education sector. In particular, through the review, Nghe An is lacking about 5,700 preschool and general education teachers; it is proposed that policies should be issued to pay for the missing teachers and the cost of paying contract teachers (until the Central Government approves the supplement). The Party Committee of the Provincial People's Committee also requested that the Central Government pay attention to solving the problem of supplementing the missing teachers early to meet the requirements of the 2023-2024 school year.
At the same time, there is a general support policy for some positions that are currently assigned to hold concurrent positions such as: accountants, medical staff who also hold schools; teachers of some units that also hold schools, teach at many schools with long travel distances (subjects of Information Technology, Foreign Languages, Music, Fine Arts, etc.); consider submitting to the Provincial People's Council to issue a policy to support civil servants working at the Department of Education and Training, ensuring the promotion of responsibility associated with the rights of seconded teachers; prioritize budget investment in advance for school facilities, classrooms, teaching equipment, etc.
At the meeting, comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of Vinh City Party Committee proposed to attract the construction of international schools to compete with public schools, thereby reducing pressure on public high schools; at the same time, there should be a special mechanism in education and training management with Vinh city to build an advanced model following the trend of international integration.
Regarding the fact that district-level localities are seconding teachers to work at the Department of Education and Training, comrade Le Duc Cuong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee proposed to study and advise to completely resolve this issue, avoiding secondment.
Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung also further analyzed some related contents, especially the pressure on the lack of high schools, especially high-quality schools, in the province in general and Vinh City in particular.
Analyzing some causes, the Chairman of the Provincial People's Committee proposed solutions, such as the Provincial People's Committee leaders worked with FPT Group to build an educational complex, including building an inter-level high school and a vocational college in Nghe An. In general, to build quality high school education facilities in the area, the head of the Provincial People's Committee said that in the coming time, the Provincial People's Committee will report on this content.
IMPLEMENTING THE 2023 - 2024 SCHOOL YEAR PLAN PROACTIVELY, FLEXIBLY, AND CLOSED TO THE REALITY OF THE LOCATION

Regarding the tasks for the 2023-2024 school year, Provincial Party Secretary Thai Thanh Quy suggested paying attention to proactively and flexibly implementing the school year plan close to local realities; especially focusing on educating life skills, information technology, and foreign languages for students.
The head of the Provincial Party Committee also requested to review the planning network system to adjust and supplement it if necessary, especially during the period of merging administrative boundaries at the commune level; along with that, it is necessary to strengthen propaganda work, widely collect people's opinions and mobilize people to implement the planning of the school and class network; avoid conflicts.
The Provincial Party Secretary also requested to effectively support learning materials, tuition fees, textbooks, etc. for poor and disadvantaged students when entering the new school year; at the same time, pay attention to revenue and expenditure from the beginning of the school year, especially needing guidance, ensuring socialization work in accordance with regulations and rules; using it reasonably, transparently, clearly, and strictly managing; "removing" the burden of assigning all revenue and expenditure at the beginning of the school year to homeroom teachers.
The head of the Provincial Party Committee also requested attention to school counseling, resolving internal conflicts and grievances among students; reviewing and re-evaluating the recruitment of teachers for the 2,820 additional positions.
Regarding the recommendations of the Provincial Party Committee to the Education sector, the Provincial Party Secretary also gave specific instructions; in which, with the 5,700 teachers still lacking, it is necessary to continue to propose to the Central Committee; at the same time, the Provincial Party Committee needs to pay attention to a reasonable regime for the current teaching staff who have to teach extra hours due to the lack of teachers.
