On April 10, under the chairmanship of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the meeting of the Provincial Party Standing Committee was held to give opinions on a number of draft resolutions and directives of the Provincial Party Standing Committee and a number of other important contents.

The Draft Resolution “On building and promoting cultural values and human strength of Thanh Hoa to meet the requirements of rapid and sustainable development” presented by the Head of the Provincial Party Committee's Propaganda Department, Dao Xuan Yen, stated the viewpoint: Culture is the spiritual foundation of society, people are the center, the subject, the main resource and the goal of development. Building and promoting cultural values and human strength of Thanh Hoa must be in accordance with the Party's guidelines, the State's policies and laws on building and developing culture and people; must be consistent with the programs and projects on cultural development and related fields of the province that have been issued and suitable to the practical situation. Culture must be placed on par with and developed harmoniously, closely linked with politics, economy and society so that culture and people truly become endogenous strengths serving the sustainable development of the province. Developing culture for the perfection of human personality and building people to develop culture. Building and developing Thanh Hoa province's culture is closely linked to building and developing an advanced Vietnamese culture imbued with national identity; building Thanh Hoa people to develop comprehensively, have culture, and harmonize traditional and modern values.
Building and promoting the cultural values and human strength of Thanh Hoa is the responsibility of the entire political system under the leadership of the Party Committee and the management of the provincial authorities at all levels; promoting the proactive and active role of advising and coordinating the implementation of all levels, departments, functional branches, the Fatherland Front and organizations, localities, especially the awareness and responsibility of each cadre, party member and people of all walks of life.
The draft also sets out the general goal of: Building and developing Thanh Hoa culture and people to develop comprehensively, towards the values of truth, goodness and beauty, on the basis of effectively promoting the traditional historical, cultural and revolutionary values of the province, the cultural nuances of Thanh land and selectively absorbing the quintessence of human culture; perfecting the standards of Thanh Hoa cultural values and people on the basis of the system of Vietnamese cultural and human values; building a healthy, civilized and synchronous cultural environment from within the family, school and society, in the political system and enterprises; perfecting the system of cultural institutions and institutions; improving the quality of cultural activities so that Thanh Hoa culture and people are truly important endogenous resources for the development of Thanh Hoa province. Striving to become an industrial province by 2030; by 2045, to become a rich, beautiful and exemplary province - one of the major cultural centers of the region and the whole country.

Giving opinions on the draft resolution, the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee raised the necessity of issuing the resolution, and at the same time deeply analyzed the foundation and human values of Thanh Hoa; the contents and factors to build the viewpoints and goals of the resolution.

In his concluding remarks at the conference, Provincial Party Secretary Do Trong Hung highly appreciated the Provincial Party Committee's Propaganda Department for its efforts in drafting the project and draft resolution. However, this is a big and important issue, so it is necessary to continue to study it carefully so that the Provincial Party Committee Standing Committee can submit it to the Provincial Party Committee for promulgation of the resolution.

The Provincial Party Secretary requested the Provincial Party Committee's Propaganda Department to preside over and coordinate with the Provincial Party Committee Office to complete the project and draft resolution, and report to the Provincial Party Committee Standing Committee. Regarding the name, the Provincial Party Secretary suggested that it should be named the Resolution "On continuing to build and develop Thanh Hoa culture and people in the new period". At the same time, the resolution also needs to study and clarify the situation, current status, advantages and disadvantages of Thanh Hoa culture and people in an objective and accurate manner, ensuring scientific arguments.
At the conference, the Provincial Party Standing Committee also gave comments on the Draft Directive of the Provincial Party Standing Committee on strengthening the Party's leadership over inspection work and implementing the conclusions of the Government Inspectorate, the inspection of ministries and central branches, and the recommendations of the State Audit in the province; the Draft Directive of the Provincial Party Standing Committee on strengthening leadership and direction in transforming complicated drug-related areas on the Thanh Hoa - Hua Phan, Laos border line and a number of other important contents.
