In preparation for the 19th Session of the 14th Provincial People's Council, on the morning of June 15, the Economic - Budget Committee of the Provincial People's Council held a conference to review reports, submissions, and draft resolutions submitted to the Session. Attending the review conference were comrade Dang Xuan Truong, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrade Mai Thi Thuy Nga, Vice Chairman of the Provincial People's Council; leaders of the Provincial Fatherland Front Committee, committees of the Provincial People's Council, relevant departments, branches, and localities.

Conference overview.

In preparation for the 19th Session, the Provincial People's Council and the Economic - Budget Committee chaired the review of 7 reports, submissions, draft resolutions and coordinated the review of 8 submissions and draft resolutions. Based on a thorough study of the contents of the documents submitted by the advisory agencies to the Provincial People's Committee at the session. At the conference, delegates agreed with the draft Resolution on the results of implementing the socio-economic development goals in the first 6 months of the year and 11 key tasks and solutions for the last 6 months of the year. In particular, the assessment shows that the socio-economic situation in the province has achieved many positive results. However, 2024 is identified as the year of acceleration and breakthrough to carry out socio-economic development tasks for the period 2021-2025. It is requested that the Provincial People's Committee evaluate the results of implementing socio-economic development tasks from 2021 to present, and solutions to achieve the highest level of the set goals in the period 2021-2025.

Regarding the Submission and draft Resolution on adjusting and supplementing the Medium-term Public Investment Plan for the period 2021-2025 and the Public Investment Plan for 2024, delegates requested to determine whether there are outstanding debts in basic construction for 3 projects; the legal basis for stopping the project investment policy according to the provisions of the Law on Public Investment before submitting to the Provincial People's Council to adjust the capital plan in the Medium-term Public Investment Plan for these projects.

Regarding the Submission and draft Resolution on the approval of the expected Public Investment Plan of Thai Nguyen province in 2025, the Provincial People's Committee is requested to ensure capital allocation for projects in accordance with regulations on principles, criteria, and norms for allocating public investment capital from local budget sources for the period 2021-2025; at the same time, ensure balance between sectors, fields, and localities.

For the project of the Central House for Radio and Television Program Production of the Provincial Radio and Television Station, capital was allocated for investment preparation in 2022, but so far, it has only been proposed to arrange a capital plan for 2025 of 1.2 billion VND to pay off consulting debt. It is requested to clearly report the reasons for the delay in implementation according to the set schedule.

Regarding the Proposal, the draft Resolution approving the adjustment and supplementation of the list of land recovery projects, projects with the change of land use purpose for rice cultivation land, protective forest land, and special-use forest land in the province, the delegates also proposed to review and consider the suitability of the names of a number of projects submitted to the Provincial People's Council for approval of the land recovery list to ensure compliance with regulations...

In addition, some opinions proposed additional solutions to complete the state budget revenue target, continue to further improve the investment and business environment, promote trade promotion, proactively create clean land funds and necessary conditions to be ready to attract investment. At the conference, leaders of the Provincial People's Committee and representatives of departments, branches and localities reported and clarified a number of related contents.
