National Assembly deputies of Quang Tri province give comments on the draft Resolution of the National Assembly on investing in the national target program on drug prevention and control.

This afternoon, November 8, the National Assembly discussed in groups the National Target Program on Drug Prevention and Control until 2030. Delegate Le Quang Tung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Tri province chaired the discussion session.

Speaking at the discussion session, Deputy Head of the Quang Tri Provincial National Assembly Delegation Hoang Duc Thang said: The target program on drug prevention has been implemented for many years. This is a target program developed and implemented by the Government and the Prime Minister in a 5-year period. He requested that the Government have a report explaining the reasons for upgrading the Government's target program on drug prevention to a National Assembly Resolution on approving the investment policy for the national target program on drug prevention until 2030.

In particular, it is necessary to evaluate the results of the implementation of the Government's target program to see whether it is really effective in drug prevention, to clearly see the urgency of issuing a Resolution on investment policy for the national target program on drug prevention until 2030 to be submitted to the National Assembly for approval at this session.

Commenting on some contents of the draft resolution such as solutions to implement the program, according to delegates, the general goal should be determined, specific target groups should be transferred to the task section, solutions to implement the program; and some basic targets such as: reducing the number of drug addicts, reducing the rate of drug-related crimes, reducing areas with drugs should be included in the program's goals.

Regarding the program management and operation mechanism, delegate Hoang Duc Thang suggested that the National Assembly should assign the Government to organize the implementation, which is appropriate to its authority; the Prime Minister's tasks should not be specifically stipulated in the resolution. Regarding the program's implementation funding, it is necessary to clearly stipulate which source it will come from, avoiding overlapping funding arrangements for target programs that have already been implemented.

Commenting on the above content, delegate Ho Thi Minh, Deputy Head of the Ethnic Minorities Committee of Quang Tri province, expressed her agreement that the Ministry of Public Security is the agency in charge of managing the national target program on drug prevention.

However, delegates said that the draft resolution's inclusion of a number of ministries and sectors in the coordination and implementation of the National Target Program on Drug Prevention and Control is not appropriate; units of the armed forces such as border guards, customs, and coast guard, which are the core forces in drug prevention and control, are not included.

Regarding the program implementation time, delegates are concerned that the implementation of the contents on building policy mechanisms, systems of documents and guidance documents for implementing the program's tasks... will not be completed in time for 2025.

Accordingly, delegates proposed to review and avoid overlapping with related programs currently being implemented on drug prevention and control such as: Decision No. 140/QD-TTg in 2024, Decision No. 100/QD-TTg in 2011 of the Prime Minister.

Regarding the target group to be achieved by 2030, delegates said that it is necessary to consider the targets up to 100%, because the proposed targets are expected to be achieved, but in reality it is very difficult to implement due to objective and subjective factors.

Regarding communication and education on drug prevention, according to the delegate, this is the content that the national target program for ethnic minority areas is stuck in after 4 years of implementation but has not been implemented. Therefore, it is suggested that propaganda work should be associated with the digital age and the ability to access information of ethnic minority areas, areas where drugs are a burning issue due to low education, poverty due to drug abuse... so propaganda work here needs to pay attention to specific factors, suitable for each region.

Concluding the discussion session, Provincial Party Secretary and Head of the Provincial National Assembly Delegation Le Quang Tung acknowledged the positive and responsible contributions of the delegates of Discussion Group No. 15. At the same time, he requested the secretariat to record and fully summarize the delegates' discussion opinions to report to the National Assembly for study and acceptance.
