Minister Dao Ngoc Dung emphasized this when receiving and working with the Federal Minister of Labor and Social Affairs (BMAS) of the Federal Republic of Germany Hubertus Heil on the afternoon of January 23.

Welcoming his German counterpart to Vietnam, Minister Dao Ngoc Dung informed that on the afternoon of January 23 in Hanoi, the talks between President Vo Van Thuong and President of the Federal Republic of Germany Frank-Walter Steinmeier were very successful. The event was attended by the Vietnamese Minister of Labor, Invalids and Social Affairs and the German Federal Minister of Labor and Social Affairs.

According to the head of the Vietnamese Ministry of Labor, Invalids and Social Affairs, it was a very special meeting when the heads of the two countries appointed leaders of the two Ministries of Labor to speak together.

Minister Dao Ngoc Dung especially emphasized that the leaders of Vietnam and Germany only signed a single memorandum of understanding (MOU) within the framework of the German President's visit to Vietnam this time. That is the memorandum of understanding between the Vietnamese Ministry of Labor, Invalids and Social Affairs and the German Federal Ministry of Labor and Social Affairs in the field of labor and employment.

"The signing of the memorandum shows that the two leaders of the two countries pay special attention to the field of labor and employment. This is a special event in the cooperation between the two countries," Minister Dao Ngoc Dung summarized.

The head of the Vietnamese Ministry of Labor, Invalids and Social Affairs highly appreciated his counterpart Hubertus Heil's visit and work exchange at the Ministry of Labor, Invalids and Social Affairs right after the talks between the two countries' leaders.

Thanking the warm welcome from the Ministry of Labor, Invalids and Social Affairs and Minister Dao Ngoc Dung personally, Mr. Hubertus Heil highly appreciated the results of the talks between the two heads of state, the Vietnam - Germany cooperation in general and the two Ministries of Labor in particular.

In addition, Minister Hubertus Heil frankly mentioned some issues related to the selection of foreign workers to work in Germany. He assessed that Vietnam is a country with a young population and a lot of potential while Germany is going through the process of population aging.

"By 2025, all people born after World War II in Germany will reach retirement age. By 2035, Germany will have more than 7 million workers to replace. Labor shortage is a huge problem for us in the future," Minister Hubertus Heil said.

To address the challenge, Germany has increased training of its domestic workforce. However, the number of domestic workers is not enough in the context of an aging population. Therefore, the country needs to supplement a large number of foreign workers.

Germany's new immigration policy will attract workers

Upon receiving the information, the Vietnamese Minister of Labor, Invalids and Social Affairs immediately asked his counterpart to specify the number of workers and occupations that Germany needs in 2024 and the following years.

Thanking Minister Dao Ngoc Dung for his concern, Mr. Hubertus Heil summarized that Germany is currently lacking labor in many fields and regions, especially in areas such as healthcare (nursing staff), information technology and some other professions.

"In the future, Germany will lack labor in all industries," said Minister Hubertus Heil and suggested that Minister Dao Ngoc Dung create conditions for more Vietnamese workers to go to Germany.

In response, Minister Dao Ngoc Dung said that during his recent visit to Romania, Prime Minister Pham Minh Chinh also received a proposal from this country, asking the Vietnamese Government to create conditions to increase the number of workers going to Romania to work.

The Minister said that many countries are currently "ordering" Vietnam to supply human resources. Regarding the German market, Minister Dung assessed that Vietnamese workers fully meet the criteria and requirements of this country. However, language is currently a major barrier, limiting the number of Vietnamese workers going to Germany.

"Currently, many Vietnamese workers want to go to Germany to work but cannot because Germany's recruitment conditions are very strict, especially the high language requirements. This is a big barrier for foreign workers in general, including Vietnamese workers," the Minister recommended that Germany lower its labor selection criteria.

In addition, the head of the Ministry of Labor, Invalids and Social Affairs also suggested that, in addition to online exchanges, the two ministries could organize a national labor forum in Germany. At that time, he would bring many Vietnamese businesses to Germany to participate in removing the barriers and difficulties that Germany is facing.

Agreeing with Minister Dao Ngoc Dung, Minister Hubertus Heil acknowledged that German is a very difficult language. This is also a major barrier that makes it difficult for Germany to compete and attract workers from other markets that use English, Japanese, etc.

Therefore, in order to attract skilled workers from countries outside the European Union (EU), in 2023, the German Parliament passed a new immigration policy, amending administrative barriers. Minister Hubertus Heil assessed that these changes will bring many job opportunities and attract many foreign workers.

He also approved the proposal to organize a national labor forum chaired by the two Labor Ministers so that the two sides can discuss and resolve difficulties and problems related to the management and responsibility areas of the two Ministries.
