(Dan Tri) - Minister Dao Ngoc Dung emphasized that the draft revised Law on Employment continues to be perfected, contributing to building a legal framework to create full and quality employment and increase labor productivity.
Taking a serious look at the challenges, explaining the opinions raised by National Assembly deputies, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung summarized that employment is affected by many legal systems and policies, especially from economic, investment, credit, corporate tax, cooperative regulations to legal regulations on education, social insurance, wages, etc. In the current general context, the Minister said that new trends such as green jobs, digital jobs, the impact of artificial intelligence, energy transition, and population aging adaptation are having diverse impacts, leading to many changes.

Faced with the unpredictable changes in reality, Minister Dao Ngoc Dung said that we must both review, supplement and anticipate new issues. "From that reality, we raise outstanding issues to perfect the institutions and legal framework with the goal of promoting the construction of a synchronous, flexible, diverse, sustainable and integrated labor market," said the Minister. The Minister emphasized that the focus of amending the Law on Employment is to create adequate, high-quality jobs and improve labor productivity. In this amendment of the Law, the head of the Department of Labor, War Invalids and Social Affairs expressed his views on raising issues and seriously recognizing the difficulties and challenges of Vietnamese workers. First of all, the Minister frankly pointed out that in the past 10 years, the Law on Employment has had provisions that are no longer suitable. Currently, our country lacks a mechanism to promote diverse social resources and promote job creation. Therefore, despite progress in recent years, the pace of labor structure transformation has been generally slow. Informal labor and conditions for benefits are still low, risky and unsustainable. In addition, the regulations for employment support still have many shortcomings. In general, the market is still fragmented and lacks connectivity. The Minister also pointed out that human resource training lacks strong breakthroughs, especially in high-quality human resources. Furthermore, investment policies are not commensurate with high-quality human resources, new occupations, and new skills to serve the country's rapid development. Building a legal framework for creating adequate and quality jobs Along with the comments of National Assembly deputies, the Minister said that the draft Law continues to be completed in the direction of supplementation and clarification to contribute to governance, building a legal framework for creating adequate and quality jobs, and increasing high labor productivity. In the process of promoting full and quality employment, the industry leader said that the focus will be on the principle and root issue of promoting socio-economic development to solve and increase employment, resolve conflicts in employment, improve the employment support system, public employment services, strengthen the protection of workers' rights and interests, and resolutely eliminate the institution of inequality in employment.

"Therefore, the draft Law will improve social security life, promote job creation, high-quality jobs. In which, the state and enterprises must play a leading role, workers must play a proactive role in work", the Minister affirmed. This also activates social resources, the participation of the whole society and creates jobs, social welfare. Regarding labor productivity in the context of the current diverse and complex changing market, the Minister suggested that it is necessary to quickly adapt to the trend of preventing population aging, environmental change, climate change, and the rapid impact of science and technology. This both takes advantage, but needs to prevent and limit all risks and challenges. Thanks to that, on the one hand, it helps our country improve labor productivity, but also limits the negative impact of employment factors and labor productivity. Building an open and adaptable policy The Minister of Labor, War Invalids and Social Affairs also outlined four factors that Vietnam is dependent on: The level of change and type of technology; Labor skill level; National policy to support training and retraining for workers. In addition, the fourth factor was analyzed by the Minister from research and forecasts of scientists for Vietnam. Specifically, in the factors of innovation, increased inventions and initiatives, the impact of artificial intelligence, especially contact with AI, accounts for 40% and 26% respectively. Thus, the number of jobs that will be threatened is about 14% and 32% of jobs are at risk of change. In that context, the rich-poor gap will certainly increase.

Looking at the overall factors above, the Minister affirmed that it is difficult to detail all policies to stipulate the policy framework in this law, but only requires building a policy framework that is open, easy to adjust, and easy to adapt to each period. To solve this problem, Minister Dao Ngoc Dung said that it is necessary to focus on basic issues such as opening access to skills for everyone, especially wide access to education and training, lifelong learning, and consulting on adaptive skills training for Vietnamese people. Next, it is necessary to perfect a comprehensive, adaptive, and sustainable labor market. The bill must address the informal instability in the labor market, while improving the quality of employment, promoting the increase and dynamism of enterprises, the spread of technology, and limiting the impact of the negative side of the market. In the context of the world's labor productivity growth rate declining, according to the Minister, when amending the Law, we must focus on workers and employment as the focus of sustainable labor productivity growth. "Each subject and age group needs appropriate policies such as those that will be exploited, those that need to be promoted, and those that will be both nurtured and used," the Minister suggested. In the context of population aging, we must not reduce the ability to innovate, the driving force for growth, and increase labor productivity. The Minister affirmed that the draft Law on Employment is a complex bill. Labor is a market in socio-economic development. Through today's discussion, the agencies will continue to coordinate, research, supplement, evaluate, and absorb the opinions of delegates to continue to improve. Because more broadly, Vietnam has committed to the international community as one of the founding members of the G20 on the Global Alliance against Poverty, Decent Work and Adequate Social Security. "This is also an important foundation for building social policies from stability and security to security and development for the period 2030, with a vision to 2045. We hope that the Law on Employment will continue to have innovations that contribute to the cause of social security," the Minister expected.
