According to the report at the survey, in the past time, the Standing Committee of Muong Lat District Party Committee has effectively led and directed the implementation of Conclusion No. 65-KL/TW of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the Party Central Committee (9th tenure) on ethnic work in the new situation. 100% of Party committees, authorities, Fatherland Front and mass organizations from district to grassroots levels have seriously deployed, thoroughly grasped, created high unity in the awareness and actions of the entire political system on ethnic work, implemented ethnic policies, contributing to exploiting the potential and advantages of the locality. Thanks to that, the economy continued to develop, social security was ensured; poverty reduction achieved good results, the gap in living standards and average income between communes and towns was gradually narrowed; education and training, health care, culture had new developments; people's lives were increasingly improved and enhanced; The fine cultural values of ethnic minorities are preserved and promoted along with the elimination of bad customs; political security and social order and safety are maintained; the great solidarity of ethnic groups is consolidated and enhanced, and the trust of ethnic minorities in the Party and State is increasingly enhanced.

Specifically, Muong Lat district has achieved many results in almost all tasks and objectives of Conclusion No. 65-KL/TW. In particular, vocational training and job creation for ethnic minorities have been effectively implemented with 2,105 cadres, civil servants and public employees trained and fostered in 5 years; 44 vocational training classes for rural workers were opened with more than 969 students participating in creating jobs on the spot. Currently, the district has 705 cadres, civil servants and public employees who are ethnic minorities.
Implementing national target programs for the period 2021-2025, the district is focusing on implementing and supporting the construction of 665 houses for poor and near-poor households; The Fund for the Poor mobilized by the Vietnam Fatherland Front has supported the construction of 825 new Great Solidarity houses and the repair of over 20 houses and hundreds of new houses built according to projects on settlement, settlement, and stable population arrangement.
Also in the past 5 years, the total investment resources from programs and projects in Muong Lat district reached more than 605,177 billion VND for new investment, repair and upgrade of works, especially traffic works, creating regional connectivity, promoting production, business and goods circulation development. Up to now, the rate of roads to the commune center that have been paved has reached 100%; the rate of villages and hamlets with paved roads has reached 93.34%; the rate of population using clean water has reached 99.2%...

Along with improving material life, the cultural and spiritual life of ethnic minorities is also given attention. Currently, 100% of communes and towns have communal cultural and sports centers; the rate of families recognized as cultural families is 68.9%; the rate of villages and neighborhoods recognized as cultural is 73.8%; 76/88 cultural houses meet standards. The rate of ethnic minority students attending school at the right age remains high; the rate of students passing the grade each year is 97.5%. Attention is paid to the investment in building school facilities, the number of solid classrooms is 65%; the rate of schools meeting national standards by the end of 2023 is 12/31 schools. 100% of communes and towns have solid medical stations and maintain 50% of medical stations with doctors; 8/8 communes and towns meet national standards in health.
In addition, the work of building the political system, building the contingent of ethnic minority cadres and promoting the role of prestigious people has been focused on. The capacity, effectiveness and efficiency of state management of ethnic affairs have been enhanced. Despite many positive results, Muong Lat is still the most difficult district in the province. Infrastructure is not yet synchronized; people's lives are still difficult; the poverty rate is high, and poverty reduction results are not yet sustainable. Support for production and livelihoods for people is not timely; economic restructuring is slow; the shortage of arable land still exists. The situation of security and order, drug trafficking and transportation still has potential complications; some people are still taken advantage of, lured and enticed by bad elements to follow "evil religions" and self-proclaimed organizations; child marriage still occurs,...

At the meeting, the survey team members contributed many ideas and suggested practical solutions for Muong Lat district to continue to focus on leading, directing, and effectively implementing ethnic policies and mass mobilization work in ethnic minority areas. At the same time, they discussed and analyzed in depth to clarify some shortcomings, limitations, difficulties, and obstacles in the implementation of a number of projects and sub-projects under national target programs in Muong Lat district.
Concluding the survey, Deputy Head of the Central Committee for Mass Mobilization Trieu Tai Vinh highly appreciated the results that Muong Lat district has achieved in ethnic work and mass mobilization work in recent times. At the same time, he affirmed that in implementing Conclusion No. 65-KL/TW, the district has gained many valuable experiences and practical and effective ways of doing things.
