In 2024, Naval Region 3 and the Propaganda and Mass Mobilization Committees of provinces and cities have comprehensively deployed the contents according to the proposed coordination plan; implemented propaganda content on seas and islands in many new, flexible and creative forms and ways; closely combined propaganda forms with practical activities, kept up with developments in the situation, promptly oriented awareness and action for officers, soldiers and people.
Propaganda work was deployed promptly, effectively, in accordance with the viewpoints and guidelines of the Party and State, especially oral propaganda activities, on mass media, competitions, exhibitions, and movements towards the homeland's sea and islands, contributing to raising awareness, responsibility, building trust, affection, and interest of all classes of people in the task of protecting the sovereignty of the sea and islands of the Fatherland.
Naval Region 3 and localities signed a cooperation agreement on propaganda work on seas and islands in 2025.
Naval Region 3 closely coordinated with localities to organize 62 sea and island propaganda sessions for more than 31,000 cadres and people; propaganda to attract human resources at 20 schools for more than 20,000 teachers, students. Coordinated to disseminate laws and Directive 45 of the Prime Minister to fishermen on fishing boats at the wharf and at sea for 146 boats with more than 3,000 fishermen; presented 600 national flags, distributed 300 sets of documents, 1,000 leaflets, 600 life jackets and life buoys and many other essential materials to fishermen in localities.
Naval Region 3 coordinated to organize more than 300 reporters from 42 central and local press agencies to work at the unit; organized the publication of more than 1,200 news articles and reports reflecting the activities of the Region on mass media. The Propaganda and Mass Mobilization Departments of provinces and cities directed the opening of specialized pages and columns on seas and islands to promote propaganda among cadres and people.
Awarding Certificates of Merit from the Navy to collectives and individuals with outstanding achievements in coordinating propaganda work on seas and islands.
Region 3 has effectively coordinated competitions to learn about the law and about the sea, islands, and the Army's traditions with more than 10,000 participants. Organized to take and welcome 7 delegations from provinces, cities, agencies, organizations, businesses, and press agencies to visit, encourage, and give gifts to the military and civilians on Truong Sa island district, Khanh Hoa province, DKI platform, and the two island districts of Con Co and Ly Son, along with the forces performing tasks at sea on the occasion of the Spring of At Ty.
Implementing the program "The Navy is a fulcrum for fishermen to go offshore", in 2024 and the first days of 2025, Region 3 mobilized hundreds of officers and soldiers with dozens of vehicles, boats, and motorbikes to help people prevent and overcome the consequences of natural disasters, storms and floods, and provide medical and technical support; successfully organized rescue and relief for 3 fishing boats and 22 fishermen from Thai Binh, Khanh Hoa, Quang Ngai provinces and Hue City in distress at sea; together with other forces, extinguished 2 forest fires in Quang Dong commune, Quang Trach district, Quang Binh province with an area of nearly 20 hectares.
Navy Region 3, together with agencies, organizations, businesses and individuals, gave gifts to fishermen.
The activity “Navy sponsors fishermen’s children” in the coastal provinces and cities of the Central region has brought about practical results. Up to now, Navy Region 3 has sponsored 11 children of fishermen in difficult circumstances, supporting their families with 18 million VND, contributing to sharing the difficulties of the families and becoming a companion and trusted friend of fishermen.
Region 3 supported the construction and handover of 8 gratitude houses and comrade houses; coordinated the renovation and embellishment of the memorial house of Heroic Martyr Nguyen Phan Vinh worth nearly 500 million VND in Dien Ban town, Quang Nam province; renovated, embellished and coordinated the organization of the Memorial Ceremony for Heroic Martyrs and people who sacrificed in the first victory on August 2 and 5, 1964 at the Song Gianh relic stele, Quang Binh province;
Naval Region 3 implements the program "Vietnam Navy as a support for fishermen to go offshore and stick to the sea" in Ly Son island district, Quang Ngai province.
Organized medical examinations and provided free medicine to nearly 300 policy beneficiaries in 4 coastal communes in Hue city, worth 100 million VND... At the same time, actively responded to the movement of building new rural areas and civilized urban areas, participating in the construction and renovation of economic, cultural and social infrastructure works in localities.
Closely coordinate with local departments, agencies and branches to promote and attract resources; introduce, promote and guide students and soldiers to register for the entrance exam to the Naval Academy and the Naval Technical College. In 2024, there were 56 applications for admission, 37 of whom were admitted to the Naval Academy; contributing to improving the quality of human resources, building a revolutionary, disciplined, elite and modern Navy to meet the requirements of tasks in the new situation.
Regiment 351, Naval Region 3 organized propaganda to attract resources for the Navy in Hue city in March 2024.
At the conference, delegates focused on discussing and exchanging experiences in propaganda work on seas and islands and approved the contents, directions and tasks of coordinating propaganda on seas and islands in 2025. Focus on innovating content and forms, constantly expanding the target and scope of propaganda; continue to bring the coordination of propaganda on seas and islands; propaganda to attract human resources into depth, have widespread power, and bring practical results.
At the conference, the Navy awarded Certificates of Merit to 6 collectives and 7 individuals with outstanding achievements in coordinating propaganda activities on seas and islands in 2024. Navy Region 3 and the Hue City Party Committee's Propaganda Department and the Provincial and City Party Committees' Propaganda and Mass Mobilization Departments signed a program to coordinate propaganda on seas and islands in 2025.

On this occasion, agencies, organizations, businesses and individuals accompanying Naval Region 3 presented gifts to the sponsored fishermen’s children and 20 fishermen in difficult circumstances in Hue City. The total value of the gifts was over 100 million VND.
