Lessons learned from policy design in urgent circumstances

During the first working week, the National Assembly discussed and commented on the thematic supervision report "Implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023". The majority of delegates commented that the National Assembly's supervision report was carefully, methodically, and realistically implemented.

Answering the question: In the future, if an epidemic occurs again, will we apply the policies that have been applied or organize implementation in the same way as in the past? Delegate Vu Thi Luu Mai expressed her appreciation for the results achieved from the policies, but also expressed regret for some incomplete points. Special contexts require special policies. At the same time, special implementation procedures are needed. Because otherwise, we will continue to encounter a forest of problems when the procedures are not yet completed and the urgent period has passed. We do not have solutions for simplified procedures but we still have to be safe and follow the procedures prescribed by law, instructions must be like that, so it must be slow. I think that in the experience of building legal policies to respond promptly in such special circumstances, the process and procedures should have more specific and special instructions. The Minister of Planning and Investment also frankly shared that because the time to implement the projects is very short, the program has a wide scope, while the experience and capacity of the staff are still limited, the fear of making mistakes and avoiding responsibility has arisen. Many National Assembly deputies also worried that there needs to be a radical solution to treat the epidemic called "avoiding responsibility" so that urgent policies can be effective in a short time.
