Ba Ria - Vung Tau: Deploying a roadmap to reorganize the political system

The Ba Ria - Vung Tau Provincial Party Committee has issued a plan to implement a roadmap to reorganize the political system in the province, ensuring strictness, synchronization, and progress without interrupting the operations of agencies and units.

Ba Ria - Vung Tau province has issued a plan to implement a roadmap to reorganize the political system in the area.

Implementing the direction of the Central Government, the Ba Ria - Vung Tau Provincial Party Committee held a conference to disseminate and deploy the Plan to implement Official Dispatch No. 43-CV/BCĐ dated March 20, 2025 of the Central Steering Committee on studying and proposing to continue to reorganize the apparatus of the political system. The conference was connected online to connecting points in districts and cities in the province.

According to Plan No. 450-KH/TU dated March 24, 2025, the Provincial Party Committee's Organizing Committee has completed the research and comments on draft reports and projects related to continuing to reorganize the apparatus of the political system.

The Provincial Party Committee is responsible for reviewing current data to serve the development of a project to rearrange and reorganize commune-level administrative units, to be completed before March 25, 2025; develop a rearrangement plan to submit to the Provincial Party Committee Standing Committee before April 15, 2025; develop a detailed project on functions, tasks, organizational structure, payroll, staff arrangement, office, asset handling, etc. to submit to the Provincial Party Committee Standing Committee before April 30, 2025.

The Standing Committees of the District and City Party Committees will preside over and coordinate with the Provincial Party Committee and relevant agencies to organize the posting and solicit voters' opinions in the province on the project to rearrange administrative units at the commune level. The organization of the People's Council meetings of communes and districts to approve the rearrangement content will be completed before May 10, 2025 (commune level) and before May 15, 2025 (district level).

Based on the implementation results, the Provincial Party Standing Committee will review and approve the policy before June 5, 2025, and submit it to the Provincial Party Executive Committee before June 10, 2025. The Provincial People's Council will hold a meeting to approve this content, expected before June 15, 2025.

The Provincial Party Committee will also deploy a project on the local party organization system, submit it to the Provincial Party Committee Standing Committee and the Provincial Party Executive Committee before June 15, 2025. The Standing Committees of the district and city Party Committees will develop a plan to arrange cadres, civil servants, public employees, and workers at the district and commune levels, to be completed before April 30, 2025. The Provincial Party Committee's Organization Board will preside over the appraisal and report to the Provincial Party Committee Standing Committee before May 15, 2025.

The personnel work at the commune level after the arrangement, including the appointment of personnel for the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee, will be submitted to the Standing Committee of the Provincial Party Committee before June 15, 2025.

The implementation of the Directive on organizing Party Congresses at all levels for the 2025-2030 term will be carried out 3 days after the Central Committee issues the directive. At the same time, the province will develop projects: not organizing district-level administrative units; arranging the organization of the Fatherland Front and socio-political organizations, mass organizations assigned by the Party and State; and a project to arrange the system of courts and procuracies at the local level. These contents will be submitted to the Standing Committee of the Provincial Party Committee within 3 days after receiving the Central Committee's directive.

Regarding the merger of provincial administrative units, the Provincial Party Committee's Organizing Committee will take the lead in advising the Provincial Party Committee's Standing Committee to closely coordinate with the Central Party Committee's Organizing Committee in submitting to the Politburo the appointment of Party Committee personnel after the 2020-2025 term arrangement. At the same time, coordinate with the provinces and cities that have been approved for the merger to prepare draft documents of the Party Committee for the 2025-2030 term; direct the organization of Party Congresses of communes, wards, and special zones, to be completed before August 31, 2025.

Concluding the conference, Nguyen Thi Yen, Standing Deputy Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Ba Ria - Vung Tau Province, requested that Party committees, agencies and units assigned with tasks must coordinate closely, regularly and promptly to ensure the quality, efficiency and progress of the plan implementation. The arrangement of the organizational apparatus must ensure continuous and uninterrupted operation, without affecting the activities of Party agencies, authorities, people and businesses.

Ms. Nguyen Thi Yen emphasized that it is necessary to promote propaganda, mobilization, and public opinion orientation, creating high unity among cadres, party members, and the people. At the same time, it is necessary to focus on personnel work, promptly motivate and encourage capable and prestigious people to continue to contribute, contributing to the successful implementation of tasks in the new period.
