Applying special mechanism to supply materials for 2 key projects in the South
Deputy Prime Minister Tran Hong Ha agreed to add the Long Thanh Airport Project and Ring Road 3, Ho Chi Minh City to the list of projects applying special mechanisms on construction materials.
On February 13, in Dong Nai, Deputy Prime Minister Tran Hong Ha worked with the People's Committee of Dong Nai province on the supply of construction materials for the construction of key traffic projects in Dong Nai province.
Reporting at the meeting, a representative of the Ministry of Transport said that the Southern region is currently implementing 15 key transport projects.
Many of these projects are entering the peak construction phase to be completed in 2025. As many projects accelerate progress, the demand for earth and construction stone materials increases.
Statistics show that among the 15 projects, about 21.5 million m3 of various types of stone are needed. However, the total volume of stone brought to the construction site is currently only over 4.6 million m3, the remaining volume that needs to be mobilized is nearly 17 million m3.

In Dong Nai, some projects have a large demand for construction stone in 2025 such as Long Thanh airport needs about 4.7 million m3; Bien Hoa - Vung Tau expressway needs 1.2 million m3; Ho Chi Minh City Ring Road 3 needs 2.3 million m3.
Regarding the embankment, the Bien Hoa - Vung Tau expressway project needs 5.2 million m3 but only 0.55 million m3 have arrived at the construction site, still lacking 4.7 million m3.
To ensure the progress of the projects, the investor proposed that Dong Nai province and relevant agencies carry out procedures to extend and increase the capacity of stone quarries in the province in February so that they can start supplying construction stone for the projects from next March.
Regarding the progress of procedures, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that Dong Nai Province has agreed with the Ministry of Transport and the Ministry of Natural Resources and Environment to adjust the investment certificates for stone mining projects according to the registered volume of investors. The Provincial People's Committee has directed the Department of Planning and Investment to complete the procedures before February 18.
Regarding the procedures to extend the exploitation period of 5 quarries, Mr. Duc said the province assigned the competent authorities to complete it before February 28.
“Dong Nai province will continue to work with the working group of the Ministry of Natural Resources and Environment to remove difficulties and obstacles in February so that stone mines can be exploited according to a special mechanism to supply projects in March 2025,” Mr. Duc informed.
After listening to reports from ministries, branches and localities, Deputy Prime Minister Tran Hong Ha asked investors to review the demand for construction materials and report exact figures to the Ministry of Transport to submit to the Prime Minister for direction to resolve the issue.
For Dong Nai province, the Deputy Prime Minister requested the Chairman of the Provincial People's Committee to direct relevant units to complete procedures to increase capacity and extend the exploitation of stone mines before February 18.
To provide construction materials for key projects soon, Deputy Prime Minister Tran Hong Ha agreed to add the Long Thanh Airport Project and Ring Road 3, Ho Chi Minh City to the list of projects applying special mechanisms on construction materials to speed up completion and avoid waste.
