On the afternoon of October 24, the Vietnam Social Security (VSS) held a dialogue conference on the implementation of social insurance and health insurance policies with Japanese foreign direct investment (FDI) enterprises in Vietnam. The conference attracted the participation of representatives of more than 100 Japanese enterprises operating and investing in the Northern region.

Attending the Conference, on the Vietnamese side were: Mr. Nguyen Minh Vu - Alternate member of the Party Central Committee, Permanent Deputy Minister of Foreign Affairs; representatives of leaders of ministries, central departments and branches, Hanoi People's Committee and units under Vietnam Social Security, Social Security of provinces and cities: Hanoi, Hai Phong, Hai Duong, Hung Yen, Bac Giang and Bac Ninh.
On the Japanese partner side, there were: Mr. Yamada Takio - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam and representatives of the leaders of the Japan Business Association in Vietnam in the Northern region and the Japan External Trade Organization.
In the atmosphere of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan, the Dialogue Conference on the implementation of social insurance and health insurance policies with Japanese enterprises investing in Vietnam is an opportunity for Japanese enterprises to better understand the system and legal regulations on social security, social insurance and health insurance in Vietnam. Thereby, helping to build and strengthen the trust and confidence of enterprises in the institutions, policies and legal regulations in general and in the field of social insurance and health insurance in particular.
This is also an opportunity for Japanese investors to present their contributions to help improve the social insurance mechanism and policies, creating conditions for businesses to do business and invest long-term, sustainably and stably in Vietnam and ensuring the rights of workers.
Speaking at the Conference, General Director of Vietnam Social Security Nguyen The Manh said that as of September 2023, Vietnam Social Security is serving more than 92 million people participating in health insurance and 17.5 million people participating in social insurance, accounting for nearly 40% of the workforce. Particularly in the Japanese enterprise sector, there are currently more than 2,100 enterprises with 547,100 employees participating in social insurance, including 545,500 Vietnamese employees and 1,600 foreign employees; social insurance revenue accounts for more than 13% of the total revenue of FDI enterprises in Vietnam.
In the difficult context caused by the Covid 19 pandemic and post-pandemic, FDI enterprises, including Japanese enterprises, have had many solutions to maintain stability and develop production and business, "retain" employees; making important contributions to the recovery and socio-economic development of Vietnam.
"Most Japanese enterprises comply well with Vietnam's legal policies, including social insurance and health insurance policies," General Director Nguyen The Manh emphasized.
As a government agency implementing social insurance and health insurance policies, in recent times, Vietnam Social Security has proactively implemented support solutions and accompanied businesses and employees.
Notably, such as advising the Government to issue a support policy on social insurance and unemployment insurance for employees and employers facing difficulties due to the Covid-19 pandemic with 47.2 trillion VND, accounting for 45.2% of the total Covid-19 support packages of the Government.
In addition, Vietnam Social Security has also made continuous efforts to reform, innovate and develop in a professional, modern, sustainable and effective direction, increasingly meeting the satisfaction of people and businesses. Up to now, the Industry has provided 100% of integrated online public services on the National Public Service Portal; quickly digitalized each step of the operation to help businesses, people and employees access and fully enjoy social insurance and health insurance benefits.
In particular, the deployment of the VssID-BHXH application with more than 32 million users today has created a breakthrough in bringing many utilities to help people and businesses save time and costs when transacting with the Social Insurance agency.
In order to continue spreading the effectiveness of the VssID application in the business community, at this Conference, Vietnam Social Security launched the Japanese version of the VssID application to help Japanese employees more conveniently participate in social insurance and health insurance.

Affirming that the cooperative relationship between Vietnam and Japan is increasingly close, substantial and effective, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu said that in recent times, the Vietnamese community in Japan with about 500,000 people, together with the community of about 20,000 Japanese people in Vietnam, have made many positive and practical contributions to the development of the two countries.
Along with the development of multifaceted cooperation between Vietnam and Japan, cooperation between Vietnam Social Security and Japanese partners in the field of social security in general and effective implementation of social insurance and health insurance policies in particular has achieved many positive results.
In order to create favorable conditions for the Japanese business community investing and doing business in Vietnam as well as the Vietnamese community living and working in Japan, the two countries are conducting procedures to exchange and update information and prepare a roadmap for negotiating a bilateral agreement on social insurance between the Vietnamese Government and the Japanese Government.
“This is certainly a new milestone in the cooperation relationship in ensuring social security for the people of the two countries,” Deputy Minister Nguyen Minh Vu affirmed.
Expressing his delight at the positive developments in Vietnam-Japan relations, Mr. Yamada Takio - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam informed that the number of Japanese companies investing in Vietnam is increasing every year. In 2023, the Japan Business Association in Vietnam had reached about 2,000 member companies. This is the largest Japanese Business Association abroad in ASEAN and the second largest in the world.
The Japanese Ambassador said that in a recent survey by JETRO, Vietnam is the second country after the US that Japanese businesses want to continue investing in. Mr. Yamada Takio said that, along with the increase in direct investment activities from Japan to Vietnam, it requires Japanese companies to understand and properly implement Vietnam's social insurance regulations and policies to ensure the legitimate rights and interests of employees at their company.
Therefore, this conference will create an opportunity for Japanese enterprises to grasp information and learn more about social insurance and health insurance policies for employees according to Vietnam's regulations to implement them better and better. Currently, the amendment and supplementation of the Social Insurance Law will bring about changes in Vietnam's social insurance system in the future, thereby having a great impact on investment trends from Japanese companies.

In addition to providing information on the general picture of the implementation of social insurance and health insurance policies of Japanese FDI enterprises, the Conference took time for representatives of social insurance agencies and Japanese FDI enterprises to exchange, discuss and propose related issues to contribute to perfecting the social insurance and health insurance policy mechanism, creating conditions for enterprises to do business and invest effectively, stably and sustainably in Vietnam and ensuring long-term benefits for employees.
Accordingly, with the contents under the authority of the Industry, Vietnam Social Security will accept opinions and continue to improve internal procedures to create favorable conditions for FDI enterprises in the process of participating in social insurance and health insurance.
For matters beyond the authority of the Industry, Vietnam Social Security will synthesize opinions to send to relevant agencies of the Vietnamese Government for consideration and resolution... to achieve the common goal of ensuring social insurance and health insurance benefits for FDI sector employees in Vietnam according to regulations, contributing practically to the development process of FDI enterprises and the socio-economic development of the country.
In order to recognize and encourage outstanding Japanese FDI enterprises with outstanding achievements in organizing the implementation of social insurance and health insurance laws and policies, at the Conference, General Director of Vietnam Social Security Nguyen The Manh and representatives of relevant ministries and branches awarded the Medal "For the cause of Vietnam Social Insurance" to individuals of Japanese agencies and organizations in Vietnam who have made positive contributions to the process of building and developing the Vietnam Social Insurance industry. At the same time, Certificates of Merit were awarded to 20 outstanding Japanese FDI enterprises with outstanding achievements in implementing social insurance and health insurance laws in 2023. |
