Regarding the release of floodwaters from the Hoa Binh and Tuyen Quang hydropower reservoirs, on the afternoon of July 16, Director of the Department of Dyke Management and Natural Disaster Prevention and Control Pham Duc Luan signed a document from the Ministry of Agriculture and Rural Development sent to 13 provinces and cities including: Tuyen Quang, Hoa Binh, Phu Tho, Vinh Phuc, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam, Thai Binh, Nam Dinh, Ninh Binh and Hanoi.
According to the previous dispatch, implementing the inter-reservoir operation process on the Red River basin in Decision No. 740/QD-TTg of the Prime Minister, at 4:00 p.m. on July 16, Hoa Binh and Tuyen Quang Hydropower Companies opened a bottom spillway. For Hoa Binh Hydropower Reservoir, this is the second bottom spillway to be opened.
To ensure safety for works and riverside activities, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and cities to immediately notify authorities at all levels, people, and organizations operating on rivers and riverside; aquaculture facilities, water transport vehicles; ferry terminals; works under construction; sand and gravel exploitation and transfer activities... to know information about flood discharge from Hoa Binh and Tuyen Quang hydropower reservoirs to proactively take preventive measures to ensure safety for people and property.
The Ministry of Agriculture and Rural Development also directed relevant agencies and units to coordinate with the owners of Hoa Binh and Tuyen Quang hydropower reservoirs to find solutions to ensure safety for curious people approaching the flood discharge area. Report and promptly propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Rural Development.
